Governance Project Officer - International Rescue Committee


Job Description

 

The International Rescue Committee (IRC) is one of the world’s leading humanitarian relief and development organizations. The IRC continues to provide lifesaving support to vulnerable Libyans and migrants in hard-to-reach areas. As Libya struggles to build a lasting peace, we are focusing our efforts in Tripoli and Misrata with a presence in Sirte, Bani Walid, and Tawergha.

 

Background:

IRC is recruiting for a Project Officer for a project designed promote peace and reconciliation. The project will incorporate a people-to-people approach and empower youth to advance peace, stability, and dialogue through organized groups, civic participation, positive media, and localized peace projects.  The project will enable youth groups of each city to work with municipal councils and other relevant actors to promote peace processes, reconciliation, and peaceful co-existence. Activities will mitigate conflicts from escalating by providing targeted support to peace actors, community-level leaders/groups and influencers, and constituent-responsive authorities who are engaged in, or wish to be engaged in, peace-building, conflict mitigation, and reconciliation.

 

Position Summary:

 

The IRC is seeking qualified Project Officer that will lead on organizational and technical capacity building activities. The position will also supervise 5 Community Engagement Assistants to ensure the project established and maintains strong relationships with project stakeholders for the fulfillment of project objectives.  S/he is responsible for the implementation and monitoring of project (s) in all of the cities in accordance with IRC and donor requirements.

This position will report to the Governance and rights Coordinator.

 

Main Responsibilities:

·       Leads on organizational and technical capacity building activities.

·       Responsible for managing the day-to-day relationship and coordination with local partners and key stakeholders working with IRC’s Integrated Protection Coordinator.

·       Responsible for managing the four Community Assistants across Mirata, Tawergha and Bani Walid. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and mentorship to support successful staff performance.

·       Leads on assessments and stakeholder analysis and targeted capacity-building training for PCs

·       Responsible for supporting efforts to expand the membership and inclusiveness of existing PC groups

·       Supports implementation of Peace Initiative Plans

 

·       Liaise with Governance and Rights Coordinator and Integrated Protection Coordinator to ensure relevant support, tools and resources are being provided and integrated into project activities.

·       Oversee the design and implementation of a youth community engagement strategy in partnership with the Coordinator and project partner.

·       Liaise with city authorities in support of Community Engagement Assistants.

·       Regularly communicate with internal program and operational partners, the Protection/Rule of Law, Women’s Protection and Empowerment, Children’s Protection, and other IRC colleagues.

 

 

Qualifications

 

Requirements:

·       University degree in peace-building/conflict management, political science, international development, business administration, or another related field;

·       Minimum three (3) years of relevant professional experience working on peacebuilding, social cohesion, protection or governance projects in Libya, and experience in project cities especially desirable;

·       Demonstrated ability to engage and partner with communities, civil society organizations, government representatives, donors and other stakeholders;

·       Experience with youth empowerment programming;

·       Knowledge of stakeholder and contextual analysis;

·       Experience with gender-sensitive and conflict-sensitive programming and implementation;

·       Strong computer skills in MS Office (Word, Excel, Power Point, Access, Outlook);

·       Strong verbal and written communication skills in English

·       Fluency in Arabic and preference for strong verbal and written communication skills in English
