About the job :

The Livelihoods Team Leader will be responsible for coordinating, overseeing and directly implementing DRC’s livelihood activities aimed at protecting and delivering assistance to Libyan IDPs, vulnerable local non-displaced populations and migrants and refugees as per the scope of relevant project. To this end, the Livelihoods Team Leader will liaise with DRC staff across departments and implementing partners to ensure compliance with Livelihoods SOPs and the maintenance of SOP-compliant records during programming as directed by the  Programme Manager.

 

Main responsibilities:

Programming

  • Uphold the professional standards related to livelihoods programming in humanitarian assistance.
  • Develop a strong understanding of DRC’s livelihood programming procedures and standards.
  • Plan and implement livelihood activities with the guidance of the Livelihoods Manager, including but not limited to: TVET (Technical and vocational trainings), business management trainings, design of business plans and provision of grants for small businesses, etc.
  • Serve as liasion with the protection programme by routinely screening household level interviews in DRC areas of operation
  • Support the Livelihoods Manager to manage the financial aspects of the project (forecast and spending tracking).
  • Coordinate the launch of assessments, key informant interviews, and focus group discussions on livelihoods activities
  • Supervise data collection for cash and livelihoods projects as required
  • Coordinate and supervise CfW (Cash for Work) projects within scope of livelihoods programming
  • Faciliate ongoing communications with relevant partners/service providers for trainings throughout the project cycle.
  • Supervise and coordinate team of Livelihoods Officers and  Assistants in their tasks and duties
  • Participate as part of the DRC Selection Committee, during the review process of business plans, and selection of business grant recipients
  • Uphold the highest standard of confidentiality when managing records to ensure beneficiary dignity and privacy

Reporting

  • Contribute to the production of quality and timely reports on program activities.
  • Provide weekly/monthly reports to the Livelihoods Manager, including accurate figures of distributions/referrals done and challenges encountered, in the agreed format asn as per donor requirements.

Representation

  • Develop and strengthen relationships with local partners and communities in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders.
  • Participate in relevant sectoral working groups as requested by Livelihood Manager

Operations

  • Contribute to the effective implementation of all operations support activites, including related to administration, finances and logistics, so as to ensure smooth project implementation. In all matters, comply with internal directive and policies as communicated by the Humanitarian Programme Manager and/or the relevant support departments.

•  Other

– Conduct other tasks as requested by the the line manager for the effective implementation of DRC’s project, including translation, support to capacity-building activities and other duties.

   

About you :

  • Previous professional experience in cash and livelihoods/ employment/ Cash for Work programs
  • 4 years’ experience in the field of social work, humanitarian intervention, community development, or any other relevant field is desirable
  • Previous experience working with Civil Society Organizations (CSOs), INGOs, UN Agencies and local communities is desirable
  • High-level of computer literacy
  • Strong organizational and time management skills;
  • Strong interpersonal skills and ability to maintain good communication channels with relevant stakeholders
  • Strong analytical and problem solving skills

 

 Moreover, we also expect the following: 

  • University Degree in the field of Business Administration, social sciences, psychology, political sciences, development or any other related field
  • Fluency in written and spoken English and Arabic

We offer :

  • Type of Contract: National Contract
  • Contract length: 12 months
