LOGISTICS OFFICER - Action Against Hunger


Action Against Hunger is a humanitarian association recognized as a public utility and founded in 1979, the organisation operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation and mental health and care practices.

We are currently looking for Logistics Officer

Job Description

The Logistics Officer is responsible for supporting Base Manager in managing the Premises, fleet, Stock and Procurement. In charge of the Inventory list for all base Premises & Provide basic Log support

Objective 1 : Supervise the purchasing unit/  Procurements

  • Support Base Manager in the procurement process such as quotation requests, suppliers’ visits, price monitoring etc.
  • Check the procurement requests with the requesters to ensure proper filling (descriptions, technical specifications, delivery time, etc..), relevance regarding Project Procurement Plans and validate them
  • Prepare the procurement forms: supply purchase orders, quotation requests, assessment tables, and contract and have them checked and validated by the managers.
  • Support Base Manager in supplier’s assessment and evaluation
  • Ensure payment made, either by cash advance or in cheque, or by invited supplier to office to receive payment direct, as per Base Manager Instruction.
  • Inspect quantity and quality of deliveries, involving technical staff when appropriate. Prepare Reception Note and Delivery Note. Transfer goods to Store or to requester as required.
  • Organize and archive documentation for purchases following internal procedures according to Kit Log
  • Assist in the compilation of documents needed for audits as per instructions from coordination when needed.
  • Ensure accountability, transparency and due diligence as per ACF Principles and Code of Conduct
  • Maintain a catalogue of goods (prices / related suppliers)


Objective 2 : Premises Management

  • Make sure that all utilities are functional and available (Electricity, Water, Gas, phone, internet etc.)
  • Controlling, following up on the consumables in the Base Premises.
  • Make sure all premises equipped with first aid kit, fire extinguisher and other kits.
  • Make sure all premises are secure and protected from all threats (theft, electric surge, fire etc.)
  • Regularly check the premises (Office, guest houses, warehouse) for the maintenance needs
  • Inventory follow up for the base premises (Office, Warehouse, Expat Guest Houses)
  • Update inventory list in all ACF Premises
  • Supervise the renovation and maintenance of structures needed for the functioning of the base (programmes, office, houses, stock)

Objective 3 : In charge of the base Transport and field Stock management

  • Supervision of all procedures and instructions of stock management and guarantee that the Kitlog’s storage procedures are respected
  • Keep all documents related to stock management up to date
  • Make sure that all items are stored in a way to be counted, and packed correctly respecting ACF standard and to record the stock movement, keeping the stock card update on a daily basis (in/out movement)
  • Check that the warehouse is clean and is regularly disinfected and ventilated.
  • Perform physical counts as and when needed
  • Complete the various dispatch documents.
  • Supervise the preparation, control and send the monthly stock report to the Field Manager, respecting the deadlines.

Objective 4 : Vehicle fleet management

  • Ensure proper tracking of movement is done through GPS
  • Establish the work plan for the drivers
  • Carry out appraisal interviews for the drivers
  • Supervise coordination vehicles and fleet
  • Organize and optimise the movement between the bases
  • Ensure full compliance of ACF security rules for drivers (seatbelt use, speed limits, daily reporting, etc.).
  • Follow up on maintenance and fuel consumption of vehicles in accordance with Kit Log logbook, fuel reports.
  • Inform and report on a timely manner to the Base Manager of any security incident.
  • Ensure that drivers know the basic safety rules and respect driving rules.

Objective 5 : Ensure follow up and maintenance of IT and Assets

  • Ensure proper maintenance and good functioning of equipment for the base and programs;
  • Follow up the equipment for the base and programs (labelling, proper numbering follow up, stickers of ACF equipment);
  • Follow up computers and phones used by base and programs (proper labelling, proper follow up of attribution of computer to the different persons / positions, maintain a file to follow these equipment)
  • Follow up the good use of computer for the base and programs (check back ups, train for a good use of computer, check antivirus system…)

 

Objective 6 : Other Miscellaneous Responsibilities

  • Respect of ACF Charter and internal rules
  • Assist in Monthly Reporting
  • Be committed to participate to any other work in order to achieve the project goal
  • Any other work duties assigned by Base Manager within scope of logistic issues

Job Requirements

Qualifications,Degree

  1. BA degree in relevant field of study in (logistic, supply chain, fleet management, procurement, business administration) or Equivalent DIPLOMA

Professional Experience

  1. At least 2 years of professional work experience in logistic, supply chain, fleet management, procurement, preferably with INGOs
