Enumerator – Benghazi - International Medical Corps


Position Title: Enumerators (2 Positions).

Position Reports to: Lead Analyst.

Field Site: Benghazi (With field visits to municipalities in the eastern region).

Date Needed: ASAP.

 

Essential Responsibilities:

Enumerator collects information and details about health facilities included in the municipality or area assessed, through field visits and communication with health officials remotely, utilizing standard questionnaires and assessment tools designed for this purpose and following guidelines and methodology set to fulfill the collection of data required.

Tasks include, but are not limited to, the following:

  • Visiting and assessing all Primary health care centers inside the targeted municipalities.
  • Ability to work full time, on daily basis, during working days from Sunday to Thursday, during IMC working hours: from 9:00 AM to 5:00 PM, time is divided between field visits and office work required for documentation and reporting, partly working from home is possible based on circumstances and situation in the ground and assessment of needs performed by supervisor.
  • Enumerator need to visit each Primary health care center at least once, and need to stay at the PHCC for the whole working hours of the facility to perform the assessment.
  • Applying knowledge of the general organization and structure of Primary health care centers to collect data and information about the center in a systematic and organized fashion.
  • Preparation of all forms, templates, paper work or tools required during the field visits to the health facilities like Primary health care centers or Primary health care units under assessment.
  • Use of electronic data capture(EDC) or mobile data collection tools that utilize mobile devices to collect data in the field like: KoBo Toolbox and CommCare to collect, document and send data to the lead analyst during the field visits.
  • Conduction of key informant interviews with the main health officials who can provide detailed information about Primary health care center during the day of assessment.
  • Documentation of all data and information collected during the key informant interviews and reporting it in detailed written format to the lead analyst.
  • Staying updated and informed about any changes or updates applied to forms and templates or electronic assessment forms used during field visits.
  • Visiting the Primary health care centers under assessment on the intended day assigned for assessment, according to instructions and work plan received from the lead analyst or medical coordinator.
  • Application of the methodology of assessment as per the trainings received on the proper way of collection of information and data from the assessed health facilities.
  • Observation of the general status of the Primary health care center under assessment, including the status of the building structure, status of the main amenities, including: waiting area, examination rooms, OPDs, nursing area, wash facilities, storage rooms, pharmacy and any other amenities inside the primary heath care center, and reporting this information to lead analyst.
  • Observation of the status of the main utilities inside the Primary health care center, including water resources, availability of electricity grid, availability of alternative means of electricity generation, status of drainage system, status and availability of air-conditioning / heating system and cold chain management gear at the health facility.
  • Observation of the case flow and number of beneficiaries visiting the Primary health care center during the day of assessment.
  • Observation of the level of commitment of the Primary health care center staff and number of available staff on the day of assessment and comparing the available staff to the schedule of the working day.
  • Accurate documentation and reporting of all collected data on timely manner to lead analyst, using electronic data capture tools or paper-based standard templates according to data reporting mechanism and schedule prepared by the lead analyst and agreed on with medical coordinator and monitoring and evaluation team.
  • Commitment to attend all capacity building sessions conducted by lead analyst or medical coordinator build, revise or adjust methodology of data collection. According to the planned methods of training, either through physical attendance or through on-line training.
  • Commitment to attend all weekly or monthly team meetings, scheduled by lead analyst or medical coordinator to discuss progress of work and to highlight achievements and suggest ways to overcome challenges.
  • Any other additional tasks required by supervisor or senior management to fulfill tasks and requirements of the project.

Qualifications:

  • Medical background is preferable, candidates can be a graduate from any health science universities, high institute or an
    enrolled student in a health science institute.
    Good knowledge of the health care system in Libya, especially at the primary health care level is a bonus.
  • Previous experience of working in field data collection projects as an enumerator is a bonus
  • Ability to communicate effectively and to conduct field key informant interviews with key informants.
  • Strong observer, able to assess situation and level of functionality of health services a health facility, record data in
    electronic or written format and report it to the supervisor
  • Good knowledge and experience in using computer operating systems and office applications

Language Skills:

  • English language – at least an intermediate level, spoken and written.
  • Arabic as a native language, able to speak using local dialect and formal Arabic, able to report in written formal Arabic.
