Logistics Technical Assistant- Tripoli (Nationals Only) - Norwegian Refugee Council


Background
NRC has been operating in Libya since 2018 with offices in Tripoli and Benghazi. NRC is providing assistance to Libyan IDPs, returnees and host communities in Tripoli and Benghazi with potential expansion to adjacent districts. NRC Libya is working to deliver variety of programming across the following sectors: Shelter, WASH, and Education. In the course of 2021 options for expanding programming to support the migrant and refuge population will be developed.

 

Duties and responsibilities

Role and responsibilities
The Logistic Assistant will work under the supervision of Logistics Manager in Tripoli Office. The purpose of the position is to assist in the day to day implementation of the Logistics functions responsibilities in Tripoli

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Assist with the implementation of the Logistics function portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Promote and share ideas for improvement of the support function.
  • Maintain asset-tracking documentation, assist in physical checks and ensure completion of handover forms.
  • Conduct small procurements in accordance with guidelines and assist larger procurements including identifying suppliers, gathering quotations and preparing documentation.
  • Conduct daily checks on vehicles, generators and facilities. Arrange scheduled and ad-hoc maintenance.
  • Assist stock and inventory documentation, storage and transportation.
  •  Maintain and update the logistics Supporting documentation and follow the archiving and securing supporting documentation guidelines for all logistics files.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

 

Specific responsibilities

  • Support line manager in stock management.
  • Maintain and update the logistics Supporting documentation and follow the archiving and securing supporting documentation guidelines for all logistics files.
  • Maintain asset-tracking documentation, conduct physical checks and ensure completion of handover forms.
  • Support Logistic officer in doing Logistic and financial analysis and analytical studies as requested.
  • Perform other duties that may be assigned from time to time by the manager.

 

Qualifications
  • 1 – 3 years’ experience working in logistics preferably in a humanitarian context.
  • Previous experience from working in complex and volatile contexts .
  • Documented results related to the position’s responsibilities .
  • Working level of written and spoken English .
  • Experience of conducting competitive and accountable procurement .
  • Document management experience .
  • Experience of managing stock and assets .
  • Good IT skills particularly use of email, Microsoft Excel and Word. Experience of Microsoft 365 is an advantage.

Ideal Candidate Profile:
We are seeking a motivated professional to join our team in Libya Office. The ideal candidate will have a 1 to 3 years of experience working in the logistics field in a humanitarian/recovery context.
Additional useful skills include: Strong organizational skills and teamwork skills, good communication and interpersonal skills, Good computer skills in Microsoft office (MS Excel, Word, and outlook) should have. Good verbal communication skills (Arabic & English).
