Shelter Project Technical Assistant – Tripoli - Norwegian Refugee Council


Back ground

NRC has been operating in Libya since 2018 with offices in Tripoli and Benghazi. NRC is providing assistance to Libyan IDPs, returnees and host communities in Benghazi and Tripoli with potential expansion to adjacent districts. NRC Libya is working to deliver variety of programming across the following sectors: Shelter, Cash assistance, WASH, and Education. In the course of 2019 options for expanding programming to support the migrant and refugee population will be developed.

NRC is developing a shelter and cash assistance programme in Tripoli for Libyan displaced and vulnerable populations, through the provision of shelter rehabs to houses damaged by the conflict as well as cash assistance to vulnerable families to improve their access to basic needs and household items. The shelter assistant will be working as a part of the shelter/cash team conducting needs assessment, household level assessments, developing technical documents such BoQ’s and technical designs as well as supervising rehab activities. The shelter/cash assistant will also monitor and carry out cash distribution activities.

Benefits

The purpose of the assistant position is to assist in the day to day implementation of the Shelter project in Tripoli.

Generic responsibilities

  • Technical Supervision of Daily Workers and Incentive Labour .
  • Adhere to NRC policies, tools, handbooks and guidelines as well Government rules and regulations
  • Assist with the implementation of the shelter portfolio according to plan of action
  • Assist in the preparation and development of technical status reports as required by management
  • Ensure proper filing of technical documents in both hard and soft copies
  • Ensure that projects target beneficiary sites/units most in need, and explore and assess new and better ways to assist
  • Promote and share ideas for technical improvement in relation to both the “hard” and “soft” components of Shelter programming
  • Actively participate in capacity building trainings, workshops and seminars organized by NRC.
  • Assist in developing work plans for the technical aspects shelter activities
  • Ensure that gender and protection mainstreaming are carried out at the field level.
  • Collaborate with teams from other CC’s to ensure that project beneficiaries are provided with the full packages of services available through NRC’s programming according to the beneficiaries specific and self-identified needs

Specific responsibilities 

    • Conduct technical needs assessments, focus group discussions, community meetings, and other community mobilization activities
    • In collaboration with Shelter Project Officer/Coordinator, conduct door to door visits to potential beneficiary household sites and correctly fill project related technical forms and questionnaires.
    • Conduct household level surveys to select families in need for cash and/or NFI assistance.
    • Conduct data collection exercises and post distribution monitoring surveys
    • Carry out and supervise distribution activities for cash and non-food items to vulnerable families in collective centres, camps or urban settings.
    • Supervise and monitor contractor work, works carried out by Daily/Incentive labor and/or repairs done by the beneficiaries themselves
    • In coordination with the shelter team leader produce technical documents and designs such as BoQ’s and scope of works for shelter rehabilitation projects.
    • Ensure correct measurements of completion of works according to the plans approved by the Project Coordinator and Shelter Team Leader
    • Report on technical aspects daily activities of Incentive labor and complete documentation in regards to technical performance
    • Participate in field level coordination with community stakeholders in areas of project implementation as directed by Shelter Team leader
    • Conduct household level M&E activities specifically related to the technical aspects of project implementation
    • Support in delivering and distribution of kits to vulnerable families
    • Perform any other task relevant to the position as requested by the Shelter Team Leader and/or the Project Coordinator.
  • Experience working in the shelter and/or distribution sector in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in spoken and written and Arabic. Some knowledge of written and spoken English.
  • Knowledge of additional local dialects is a plus.
  • Technical certification in construction, or relevant work experience
  • Experience in carrying out or monitoring distribution activities such as cash or NFI’s distribution.
  • Experience in working in shelter projects with an NGO, charity or similar organization
  • Basic knowledge in developing and following through on technical implementation of construction project.
  • Experience in overseeing site/unit level construction activities
  • Basic knowledge in documenting progress of construction related shelter activities
  • Experience in monitoring construction activities/contractors.
  • Experience in producing BoQs and Scope of Work documentation
  • Local knowledge of areas of implementation and local building practices
  • Strong communication, interpersonal, analytical and negotiation skills
  • Basic computer skills, especially in Word, Excel and CAD.
