Position profile: Position: Project Officer- Ejdabiya Assignment Under the direct supervision of the Emergency Response Project Manager and in close collaboration with existing project staff, the Project Officer’s main responsibility includes running everyday operations for ACTED’s emergency response project in Ejdabiya. His/her role will be twofold: Firstly, ensuring coordination and cooperation with all local actors, conducting their capacity building, engaging in awareness raising with them and helping ensure a communication system in place for ACTED’s emergency response. They will also have to engage in rapid assessments and doing COVID19 prevention awareness raising along with local actors. The second part of their responsibilities would be to manage relations with the ACTED Benghazi office and the Emergency Response PM in anticipating needs, ensuring planning, transportation and distribution of non-food items required by conflict affected and displaced populations. This would also mean assuring that transparent and high-quality post distribution monitoring takes place of activities. She/He needs to understand the humanitarian context of Ejdabiya very well and is willing to work during emergency periods. 1 Capacity building and awareness raising with local stakeholders in Ejdabiya 2 Establishment of a new system of communication and information for emergencies. 3 Identification, planning and conduction of distribution of Non-Food Items 4 Other Key Performance Indicators Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. 1.1 Identify and establish positive relationships with community focal points and local stakeholders working on emergency situations in Ejdabiya.
1.2 Maintain and update a database of all actors working with ACTED on this project.
1.3 Conduct interviews/focus group discussions/consultations with communities’ focal points and local actors to understand the humanitarian situation in Ejdabiya, challenges and identify support required.
1.4 Maintain and update cooperation letters signed with different stakeholders
2.1 Together with the ER Project Manager, support the planning and logistics linked to all training and capacity building initiatives that are conducted through the project.
2.2 Implement the selection process for local actors in Ejdabia participating in the training and in the new emergency system.
2.3 Assess and report to project manager, equipment and material required for setting up the new emergency system.
2.4 Support local CSOs and authorities in relaying of information that is urgent, accurate and consistent.
2.5 Conduct rapid assessments and understand information collection indicators for vulnerable population such as newly displaced population.
3.1 Identify potential beneficiaries through rapid assessments, beneficiary list sources, in collaboration with project manager and in line with targeting criteria.
3.2 Plan and ensure supervision of the distribution site and distribution process, and get required clearances and permissions in light with COVID prevention strategies to keep distributions safe and dignified.
3.3 Support the project manager in raising order forms for all necessary material and quantity required for distributions.
3.4 Manage crowds at distribution site, work with community focal points, supervise signing of beneficiary lists, problem solve and flag issues to project manager on distribution day.
3.5 Focus on awareness and use ACTED’s complaints response mechanism (CRM) during the distribution. Work with the CRM focal point to ensure that complaints are referred and followed up appropriately.
3.6 Check and file all distribution related documents in coordination with ACTED’s support departments, for project records.
4.1 Provide regular and timely updates on progress and challenges to project manager and other team members;
4.2 Assist project team members with other activities, as requested by project manager;
4.3 Perform any other related activities as required through programming.
