MEAL Coordinator – Tripoli - International Medical Corps


Position Title: MEAL Coordinator.

Position Reports to: M&E Manager.

Field Site: Tripoli (70%) and outside Misurata (30%).

Date Needed: November 26th, 2020

 

Essential Job Duties/Scope Of Work:
Under the guidance of the MEAL Manager, the MEAL Coordinator will be responsible to support better performance and greater accountability by implementing evidence-based program/project management at the field level, in order to guide and improve performance. The MEAL Coordinator will provide the technical support to the design of methodologies and tools to ensure the availability of clear and accurate information at the program/project level. The MEAL Coordinator also plays an important role in data management and quality by designing a MEAL system which adheres to the IMC’s Global MEAL Guidelines, the MEAL Minimum Standards for Quality, and the guiding MEAL policies and procedures.


The tasks include but are not limited to:

  • Assist MEAL Manager in developing the Monitoring and Evaluation Plan (MEP) for the project.
  • Take initiation and support the Project Lead in conducting a Kicks-off meeting at the project start.
  • Map and detail the navigation, selection, application, and adaption of existing guidelines, tools, and templates at the relevant stages of the project cycle.
  • Support to program and MEAL team with developing the results framework, theory of change, logframe and MEAL plan including indicators for existing and new projects.
  • Take self-initiation in learning new things related to M&E work and attend any webinars related to M&E or certification course once in a month.
  • Ensure that accountability to affected populations (AAP) data is collected routinely throughout the project cycle, enabling evidence-based programming and corrective action.
  • Coordinate data gathering and data management of project activities, population-based surveys and surveillance activities with the project M&E Officers and the Project Managers.
  • Determine the appropriate data collection tool based on the purpose, advantages and disadvantages of mobile data collection techniques.
  • Ensure the project dashboards and Project Management Tool (PMT) timely updated and shared across the project teams.
  • Ensure that the M&E Officers conducts the beneficiary satisfaction survey, exit interview, post-monitoring exercise etc.as required and prepared reports.
  • Review, clean and analyze all project data and maintain the database up-to-date routinely.
  • Produce monthly factsheets on the project progress.
  • Conduct project review meetings and share lessons learned, best practices, challenges and success stories stemming from project implementation.
  • Perform other duties and responsibilities as required.

Qualifications:

  • University degree in a related field,
  • At least 2-4 years’ full time experience in Monitoring and Evaluation preferably with an international NGO.
  • Experience with mobile data collection platform and database management.
  • Excellent computer skills, especially experience with: Excel, Word, PowerPoint.
  • Previous experience with data collection, data entry and data management is an asset.
  • Demonstrated understanding of data protection and confidentiality as part of data collection and management practices, and ability to respect and maintain confidentiality.
  • Fluency in Arabic and English is required,
  • Good communication skills, both in oral and written English.
  • Good organizational skills and excellent self-motivation skills.
  • Flexibility and ability to work in a stressful environment and overtime when necessary.
  • Good ability to handle multiple tasks and many administrative details in a fast paced and constantly changing environment.
