Background on ACTED

ACTED is an independent non-governmental organization, operating in Libya since 2012, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our staff are committed in responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.

Assignment

In November 2020, ACTED plans to start an emergency response project to be run between Ejdabia and Benghazi, focusses on meeting the essential needs of vulnerable conflict- and displacement-affected individuals. Under the direct supervision of ACTED’s East Libya Area Coordinator, and supported by a team comprising of a Project Officer and two Project Assistants, as well as ACTED’s Cash team, the Emergency Response Project Manager will have overall responsibility for the implementation of all project activities.

The successful candidate will have experience of managing emergency humanitarian interventions in Eastern Libya, and will have a strong understanding of the context in Benghazi and Ajdabia – and be willing to travel between the two locations.

Functions:
1. Project Planning and Implementation
a) Organize project kick-off and close-out meetings
b) Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives
c) Oversee and manage the implementation of the project, ensuring that technical quality standards are met
d) Coordinate closely with ACTED’s M&E team to set targeting criteria for beneficiry selection, and ensure this is applies accurately throughout the project
e) Supervise the conduction of rapid assessments and emergency reporting by the project team
f) Coordinate closely with ACTED’s Protection Technical Coordinator to conduct capacity building with local stakeholders, building content and delivering traings along with the different project teams
g) Coordinate closely with ACTED’s Protection Project Manager to support the concurrent implementation of ACTED’s Protection Helpline, Protection monitoring in Benghazi and internal case management
h) Coordinate closely with ACTED’s Cash Programme Manager, on the technical implementation of cash distributions for vulnerable households under this project
i) Manage the pre-positioning and distribution of Non-Food Items (NFIs) to vulnerable individuals, including directly supervising all stages of distribution planning and implementation, ensuring that distributions are safe and dignified for beneficiaries, following the Do No Harm principle, and that COVID-19 risks are mitigated at distribution sites
j) Design awareness raising material for communities and manage awareness-raising campaigns for the emergency response project
k) Ensure overall coordination between the project teams in two locations: Benghazi and Ajdabia

2. Administration and Operational Management of Project Implementation
3.1. Finance
a) Use ACTED’s Budget Follow-Up tool, to keep track of the project expenditure and financial forecasting, in coordination with the Finance department, and flag any financial risks timely
b) Forecast monthly cash requirements of the project

3.2. Logistics
a) Draft and submit accurate and precise order forms for all project procurements in a timely manner
b) Work closely with the Logistics department to ensure all required materials for the project are procured to the right specification, quality, and timeline to match the project workplan
c) Support the ACTED Logistics department in the conduction of market assessments in Ejdabia
d) Ensure a proper management and use of the project’s assets and stocks
e) Plan team movements based on available fleet and applicable policies

3.3. Administration/HR
a) Participate in the recruitment of field staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc)
b) Ensure that project staff understand and are able to perform their roles and responsibilities
a) Follow-up the work plans and day-to-day activities of the project staff
b) Manage the project staff in cooperation with Area Coordinator, and Protection and Cash teams
c) Ensure a positive working environment and good team dynamics
d) Undertake regular appraisals of staff and follow career management
e) Manage interpersonal conflicts
c) Ensure capacity building among staff in relevant sectors

3.4. Compliance
a) Ensure project records and documents (e.g. distrbution lists; attendance sheets; staff leave requests etc.) are adequately prepared, compiled and filed according to ACTED procedures
b) Ensure staff awareness of, and respect of, ACTED’s code of conduct and Finance, Logistics, HR, and Compliance procedures

3.5. Staff Safety
a) Ensure that each member of the project team is aware of the local safety context and environment, and of ACTED’s staff safety rules
b) Together with the Area Coordinator, ensure that appropriate safety rules are in place to keep ACTED’s project team, our activities, and project beneficiaries safe during implementation, and that these rule are followed by the project team at all times
c) Monitor the local situation and inform Coordination of any developments which may affect ACTED’s work, or the safety of our teams or activities

3. External Relations
a) Carry out communication and liaison activities as required, to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation
b) Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings
c) Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner

4. Quality Control
a) Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of project activities
b) Ensure lessons learned are documented, shared and reflected in project planning and decision making
c) Ensure quality control of all activities implemented, analysing the impact of all activities on the communities ACTED serves, and ensuring we Do No Harm.
d) Provide feedback on best practices and lessons learnt to ACTED’s Project Development team, to inform future programme design
e) Identify and analyse key needs and gaps in humanitarian service provision in the project location, and pass relevant information to the Area Coordinator, to ensure ACTED is able to address priority needs of the communities we serve.

5. Reporting
a) Provide regular and timely updates on progress and challenges to supervisors and other team members
b) Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up.
c) Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided

Key Performance Indicators

  • Number of local stakeholders identified and trained for emergency preparedness activities.
  • Number of cooperation letters signed with local stakeholders in Ejdabia.
  • Number of awareness raising campaigns conducted.
  • Number of rapid assessments conducted.
  • Number of distributions planned and organised.

Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Code of Conduct.

QUALIFICATIONS

  • At least 4 years of field experience in humanitarian work, including the management if emergency responses
  • Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred
  • Ability to work with culturally diverse groups of people;
  • Ability to travel and work in difficult conditions and under pressure;
  • Highly proficient in written and spoken English and Arabic
  • Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
