General Information
The organisation
 

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

PUI has started implementing operations in East of Libya since 2017. To date, PUI’s interventions is focusing on health through the deployment of Mobile Health Teams (MHT), which deliver direct services to migrants, refugees and asylum seekers in the eastern cities of the country. Thus, PUI enhances access to primary health care services via the provision of comprehensive primary health care package free of charge including a range of curative and preventive medical services. This consists on general practitioners consultations on both common communicable and non-communicable diseases, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions including individual consultations and group sessions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the abovementioned communities.

In addition, PUI has developed a multi sectorial program aiming to cover the “basic needs” of the targeted population in east Libya. As part of this program, distribution of Core Relief Items and rehabilitation of public facilities (health facilities, hospital emergency room, water supply facilities…) is carried out. PUI is also intervening in Migrant’s Detention Centers where Rehabilitation (WASH), Protection and health activities are implemented.

Thus, PUI is now working on a new project under the Italian Agency for Development Cooperation (AICS) targeting 3 health facilities in Benghazi and Al Bayda through:

–          The provision of medical equipment and furniture

–          The rehabilitation of the infrastructures

–          Capacity building of health workers within the health facilities

–          Awareness session at community based level

 

 

Job Description
Overall objective
Under the direct supervision of the Program Manager based in Benghazi and technically assisted by the BNR Coordinator based in Tunis, the Basic Needs Response Activity Manager (BNR AM) is in charge of developing and ensuring the good implementation of the integrated WASH (Water, Sanitation and Hygiene), Rehabilitation and Core Relief Items activities, focusing on Health facilities, in PUI’s area of intervention.

 

BNR activities must be seen as part of a holistic response adopted by PUI’s in its area of intervention. Indeed, BNR activities will be integrated into current PUI’s approach, which includes various sectors of activities as Health, Mental Health and Psychosocial Support and Protection. This intervention aims to provide assistance to the most vulnerable populations and ensure that persons in need have access to safe and dignified services and full respect of their rights.

Tasks and Responsibilities
   Project planning and implementation: H/She is responsible of all WASH, rehabilitation and CRI related activities planning and implementation with the technical support of PUI BNR Coordinator and the Program Manager.

Project Monitoring: H/She participates to follow-up and monitor program quality and impact. He/she contributes to ongoing information knowledge management efforts regarding program methodologies, lessons learnt and challenges. He/she contributes to the adjustment of current intervention or/and development of new interventions on the basis of identified needs.

Reporting and development: He/she is responsible for the qualitative production of internal and external activities’ reports. He/she supports the PM and/or FC and the BNR Coordinator in providing sufficient and detailed information for program reporting for donors and PUI HQ.

Team management and capacity building: He/she supervises capacity building support to the project team as appropriate and training activities on the basis of identified needs. He/she suggests modifications in terms of BNR team structuring and responsibilities’ split. He/She ensures technical trainings to PUI identified staff ( with the technical support of PUI BNR coordinator.

Representation and coordination: Upon request from his/her supervisors, he/she ensures and coordinates the PUI’s sectorial representation in the area which he/she is responsible for among partners, donors, authorities and other stakeholders and participate to the Ad Hoc relevant meetings. She/he ensures an efficient coordination with the other departments of the PUI office.

Logistics and Finance: She/he coordinates with PUI Logistic and Admin/Finance teams to mobilize effectively the resources allocated to the program supervised, including forecasting any adjustments needed, taking into consideration determined budget and compliance with logistics and administrative procedures..

Safety and Security: He/she contributes to compliance with safety rules within the mission, especially by the program team under his/her management and communicates any security/safety-related information to the base Security Focal Point.

Specific Goals and Related Activities
1.       PROJECT PLANNING AND IMPLEMENTATION

 

Ensure the project work plan is fully understand and followed by the team regularly.

Launch the implementation of the activities in a timeframe coherent with donor’s requirements and other sectors activities

Contribute to the design of the project activities as per PUI’s intervention framework under the supervision of BNR Coordinator and Program Manager.

Develop project activities tools with the support of BNR Coordinator and Program Manager and in collaboration with the MEAL department. It includes BNR data collection tools (Assessment forms, technical monitoring tools), Basic Needs reports, internal SOPs and guidelines.

Ensure the efficient and effective implementation of the Basic Needs activities within the area of interventions: Basic Needs assessments, rehabilitation of public facilities, water and sanitation services and distributions of Core Relief Items.

Ensure compliance of Basic Needs activities with International Standards of Operations Procedures used in WASH and Shelter/NFI Sectors and SPHERE standards.

Participate in identifying humanitarian needs in the area of intervention and the development of Basic Needs assessments.

Guarantee the follow up of referrals both internal and external as well as guarantee the referral mechanism is in place among the BNR team

Inform His/her line manager of any relevant issue related to the project implementation.

2.       PROJECT MONITORING

In collaboration with the BNR Coordinator, other relevant Program Departments, and with the support of the PM:

Participate to the development and implementation of project monitoring tools (site monitoring, distribution monitoring package etc.)

Ensure the proper data collection, follow-up, processing and analysis related to BNR programs with the support of relevant technical coordinators and theMEAL Department.

Undertake field visits to the project locations as needed to continuously monitor the progress and the quality implementation of the BNR project activities

Participate in the development of mechanisms of complaints and feedbacks among communities

Participate in the information knowledge management and good practices throughout the project

4   REPORTING AND DEVELOPMENT:

 

Ensure internal and external qualitative reporting on all activities under his/her responsibility is done in relevance to PUI internal tools and requirements

Update and transmit to the PM information needed to complete the PMT (Project Monitoring Tool) on a monthly basis as a tool to follow up the implementation of the project;

Write regular reports on all activities as requested by the PM / BNR Coordinator;

He/she ensures an in depth analysis of data collected by the BNR team, and produce regular BNR monitoring reports under the supervision of the BNR Coordinator.

Participate to the writing of donor’s reports (intermediary and final reports)

Participate to the operational development of the mission through active participation to the mission annual programming process.

To develop understanding of the Libya situation (beneficiaries, needs, political context, and strategy of intervention…)

Identification of new areas of intervention and needs assessment (field assessment, collection of data from other stakeholders…) when asked by FC and BNR Coordinator.

TEAM MANAGEMENT AND CAPACITY BUILDING

Routinely supervises the BNR team and activities

Pro-actively propose HR changes within his/her department to the PM and Finance and Administrative Manager

Familiarize himself/herself with all PUI internal HR regulations, and ensure that they are known and respected by his/her team;

Support the project manager on recruitment of BNR staff and on performance evaluation of supervised staff

Identify the training needs of the team and addresses them with the  support of Program manager and BNR Coordinator (organizational and technical support, methodology, organization of training sessions…)

 

REPRESENTATION AND COORDINATION:

In coordination with his/ her line manager, represent PUI in the project area with any relevant stakeholders, local, national and international partners, local community representatives, civil society organizations, in order to facilitate the implementation of the project’s activities;

Work in close coordination with relevant staff in other PUI departments, including Health, Protectionand MEAL to ensure the strong integration of other sectors and to promote the development of new concepts/approaches/collaborations for future programming;

In the event of visits from Donors, participate actively in the preparation and the smooth organization of the visit.

 
SAFETY AND SECURITY:

Ensure that the safety and security rules are known and respected by his/her team;

Contribute to data collection on safety and security issues in his/her field of operations and disseminate them to the Field Coordinator, regularly or on an ad-hoc basis if urgent.

Ensure that projects and methodologies do not place beneficiaries, PUI staff or any other persons in harm’s way. He/she alerts the Field Coordinator without delay, in case of impending danger to teams or beneficiaries.

 

Team Management

In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients

NB: This job description may be subject to modifications in the future, depending on the evolution of the activities. These modifications will then be defined and discussed between the Collaborator and PUI
