Logistics Officer - IFES


The Logistics Officer will lead and manage operations for the IFES Libya office in Tripoli. S/he will be responsible for supporting procurement and providing financial and operational management in compliance with donor and IFES’ internal administrative policies, rules and procedures.

Under the supervision of the Country Director (CD) and Deputy Country Director (DCD) and in close coordination with program staff in Tripoli and the Procurement and Operations Officer in Tunis, the Logistics Officer will perform the following tasks:

  • Support procurement actions for the Tripoli Office under the supervision of the Procurement and Operations Officer in Tunis.
  • In accordance with applicable IFES policy, coordinate procurement actions with Tunis-based IFES Libya office.
  • Provide oversight, guidance, and training to all IFES Libya field employees to ensure that IFES and donor rules, regulations, and policies are understood and followed.
  • Conduct market surveys and price analyses for goods and services to be procured.
  • Support the drafting of RFP/RFQs, evaluation/selection packages, and tracking performance/payments of existing contracts, etc.
  • Monitor/track pending IFES grant/contract actions and coordinate timely responses.
  • Manage relations with IFES’ vendors, service providers, and suppliers to ensure timely delivery and/or execution of work according to specifications and provide deliverable confirmation.
  • Coordinate with staff in Tripoli and Tunis to ensure timely collection of all required documents for contracting and payment of final invoices to suppliers, vendors, and service providers.
  • Liaise with IFES HQ Field Finance staff as necessary.
  • Carry out routine petty cash reconciliations.
  • Disburse per diems and travel allowances.
  • Issue payments to vendors as required.
  • Prepare monthly expenditure reports, wire transfer requests, and activity budgets.
  • Provide administrative support to the Country Director, as requested.
  • Other duties as assigned.

Qualifications:

  • University degree – ideally in operational management, business management, or similar.
  • At least 3 to 5 years of proven experience in Logistics, Procurement or Finance.
  • Previous experience working with INGOs preferred.
  • Strong oral and written communication skills in English and Arabic.
  • Excellent interpersonal and teamwork skills, working with different groups, partners and nationalities.
  • Strong level of proficiency with MS Office Suite, specifically Word and Excel.
  • Flexible, enthusiastic and ability to multi-task under pressure.
  • Demonstrated communication and organizational skills.
