The association leads, on average, 190 projects each year in the following sectors of intervention: protection, food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

 

PUI Libya mission has started implementing operations in East Libya since 2017 and developed an emergency health response that provides primary health care services to the most vulnerable populations. PUI intervention focuses on health care through the deployment of Mobile Health Teams (MHT) delivering direct services to internal displaced populations and their host communities, migrants, refugees and asylum seekers. PUI Health intervention consists of general practitioners consultations, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the communities. Since 2019, in addition of the operations conducted from Benghazi office, PUI opened a second office in Al Kufrah region.

In 2020, PUI intends to reinforce the centrality of protection within its response with the goal to contribute to alleviating the suffering of conflict-affected populations in East of Libya. Specifically, it will aim to enhance the protection environment and improve access to essential services of the most vulnerable conflict-affected populations.

Job Description
Overall objective
Under the supervision of Protection Manager, the Protection Field Officer is responsible for the day to day implementation of the protection activities in PUI’s field locations. The overall objective of this position is to conduct protection monitoring activities in order to gather information on the protection environment and provide support to individual in need of assistance.

 

Tasks and Responsibilities
Within the frame of the project and donor’s requirements and under the supervision of the Protection Project Manager, the Protection Field Officer will be responsible of :

1.        Conducting Protection monitoring & performing programmatic assessment in the field locations

2.        Providing support to individuals at risk identified through Case Management (monitoring and follow-up)  and Referrals (internal / external)

3.        Carrying out awareness on Protection to communities

4.        Collecting data on protection environment

5.        Participating to internal coordination and trainings

6.        Respecting Security and Safety rules

 

 

1.        Conduct Protection monitoring & Assessment in the targeted areas

 

–          Conduct mobile field visits 4-5 times per week to field locations to meet with persons of concerns.

–          Identify, collect and monitor humanitarian and protection needs in the target areas by using qualitative and quantitative PUI’s protection tools and methodologies (Focus Group Discussion, Individual Interview, Key informant Interview, Observation, Incident report…)

–          Collect, store, share and report key protection information and data to identify protection trends and humanitarian needs in the targeted areas.

–          Alert Protection manager on any protection situations / issues / incidents faced on a timely manner.

–          Participate to new protection assessment in PUI’s area of intervention to respond to emerging humanitarian needs.

 

2.        Provide support to individual Cases through case management and referral pathway (internal & external)

 

–          Conduct individuals’ interviews or Focus Group Discussion in a safely manner to identify individuals at risk.

–          Identify individual at risk following PUI and Inter-Agency Standards Protocols, including specific S/GBV / Child Protection cases.

–          Provide follow-up on individual at risk identified and case management support in line with Standard Operational Procedures.

–          Refer internally or/and externally beneficiaries with protection concerns to specialized services (either internally or to other partners) in coordination with the Protection Project Manager. Provide follow-up on referrals and coordinate with other partners to make sure services are delivered to persons of concerns.

–          Ensure that urgent and challenging cases are immediately discussed with direct supervisors and the technical referent (Protection Project Manager & Protection Coordinator).

–          Disseminate/Provide relevant and meaningful information regarding the rights of persons of concern and services available in the area.

–          Provide support to Protection Project Manager in identifying available services and actors needed for external referrals (service mapping of actors)

 

3.        Conduct awareness sessions to communities / Community Based Protection

 

–          Identify and monitor the needs in terms of protection awareness to communities.

–          Conduct Awareness sessions to the targeted communities (including community leaders and DC managers ).

–          Ensure meaningful participation of person at risk in decision-making processes that affect them

–          Share community feedbacks and concerns & strenghten PUI knowledge of the community.

 

 

4.        Data Collection / Information Sharing and Reporting

 

–          Collect Data on Protection by using PUI’s tools and methodologies.

–          Collect and share data related to protection activities to the Protection Project Manager.

–          Keep record of the urgent protection needs identified

–          In link with Protection Data  Analysis Officer, ensure regular entry of data collected through PUI’s platform.

–          Respect and follow PUI’s data protection and sharing protocol, international law, standards of data protection and data security and the confidentiality of all collected information.

–          Respect “do no harm” principle while conducting protection activities ; ensure that data collected through the activitiest are not further harmed the affected populations.

–          Ensure informed consent before collecting and sharing information, and respect the confidentiality of the affected person.

–          Report immediately any difficulty or delay faced in the implementation of activities to the direct manager

–          Product regular internal reporting documents as requested by the Protection Project Managers (activities reports, incidents reports…)

 

5.       Internal Coordination and Training

 

–          Participate in internal meetings organized by PUI Team

–          Work closely with Mobile Health Team and ensure good communication between PUI’s sectors (Health/MHPSS and BNR ).

–          Participate to  training provided by PUI or other partners in the field of Protection (with visits to Tunis)

 

6.        Safety and Security:

–          Respect and follow PUI’s code of conduct and internal policies (including PSEA)

–          Respect Humanitarian principles and international standards

–          Respect and follow internal security rules

 

 

In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of persons of concerns

Required Profile
ESSENTIAL DESIRABLE
Education / Training

 

–   Diploma or degree in Community Development, Psychology, Law, Sociology, and other Social Sciences relevant.
Professional experience

–   Humanitarian

–  Proven experience working with Humanitarian Organization.

 

 

 

–  Experience in protection activities and/or Protection/ GBV case management / MHPSS or social activities

–  Previous experience working in place of a detention

 

 

 

–  Previous experience in data collection

–  Previous experience working in the other sectors is an advantage (Wash, NFI, FSL…)
