Supply Chain Manager - International Rescue Committee

The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations Humanitarian Response Plan for 2017, 1.3 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya which aims to provide life-saving medical care, medicines, and medical supplies to Libyans and non-Libyans and in doing so strengthen the capacity of the Ministry of Health. At present, the IRC is conducting these activities in Misrata-Sirte and Tripoli

 

RESPONSIBILITIES:

 

Under the direct supervision of the Supply Chain Coordinator, the Supply Chain Manager is a key member of the IRC’s operations team in Tripoli, Libya. This position is responsible for the management and delivery of effective supply chain and logistics support in compliance with IRC and donor regulations. Key responsibilities include procurement, transport, inventory and asset management, admin. The position is based in the IRC’s field office in Tripoli.

 

The role will:

  • Act as focal point for all Supply Chain activities in Tripoli.
  • Work with Field Office Supply Chain staff and the Field Coordinator to ensure effectiveness, uniformity of supply chain structure and implementation of the IRC’s standard operating policies and procedures.
  • Familiarize with various donor regulations and ensure compliance with internal and external regulations related to all SC activities.
  • Implement job and site specific trainings to ensure that supply chain staff possess the knowledge and skills commensurate with their responsibilities.

Specific Responsibilities:

Coordination

  • Represent the Supply Chain department in all field base meetings.
  • Provide direction and support to Tripoli SC staff
  • Ensure all new IRC Supply Chain policies, procedures, guidance and SOPs are fully implemented to ensure compliance.

 

Procurement Management Tripoli

  • Ensure that Supply Chain policies and procedures are in compliance with applicable IRC and funding source policies, procedures and requirements
  • Responsible for creating and managing a list of Contracted Suppliers based on the IRC’s Standard Operating Procedures (SOPs).Lead for all Tripoli procurement.
  • Responsible for executing contracts with suppliers based on their assessed ability to provide high quality goods and services, short delivery time, and value for money.
  • Conduct market surveys in key categories to ensure that IRC is receiving best value for money.
  • Document each procurement request fully and clearly according to IRC policy.
  • Direct all procurement through the BVA system
  • Work closely with SCC, Finance and programs to identify Request for Proposal / long term contract initiatives to streamline supply chain support to the program and operations.
  • Support the SCC as needed in medical supply chain.
  • Lead on SC matters for Tripoli based grants including grant opening / review / closing meetings and create/maintain Tripoli centric procurement plans.
  • As the IRC has zero tolerance for corruption, coordinate and work with the Field Coordinator, SCC and headquarter Global Supply Chain colleagues to mitigate any risk of fraud.
  • Establish a reasonable and appropriate lead-time for ordering and delivery of goods, ensuring this lead-time is followed up and achieved.

 

Property, Storage, and Inventory Management

  • In collaboration with the Field Coordinator, manage the IRC’s field office in Tripoli including maintenance, security, and stocking.
  • Ensure that full and accurate inventory records are maintained, if necessary.
  • Follow all IRC warehouse and inventory management SOPs.
  • Make sure field warehousing needs are addressed.
  • Perform regular checks to ensure that the warehouse tracking system is adhered to by the warehouse officers and perform periodic spot-checks
  • Plan for and supervise quarterly stock inventories and ensure that effective stock keeping system is in place.
  • Train warehouse staff as required in managing and documenting the receipt, handling, storage, release and reporting of goods through the IRC warehouse(s).
  • Maintain records/authorizations for warehouse staff designated to receive and release goods.
  • Ensure all donor reports for stock are completed and submitted to the Grants Department on time and liaise with Grants to process and document all donations.
  • Supervise the pharmacist to ensure medical goods are stored correctly and follow standard management processes.

 

Fleet and Transport Management

  • Work with the Field Coordinator to design a suitably staffed and equipped transport function to support the IRC’s vehicle operations and policie
  • Implement the IRC’s standard vehicle policies and procedures, with attention to safety and
  • Work with the Field Coordinator to ensure that vehicles are prepared for routine and emergency security requirements.
  • Ensure that all vehicles are secure when not in use.
  • Be familiar with local regulations / laws.
  • Ensure that fleet is well maintained and all times, and that there is a log system for vehicles.

 

Asset Management

  • Accountable for proper tracking and management of all IRC assets in Tripoli in accordance with policy.
  • Define and implement maintenance systems and procedures for assets, including training of staff and follow-up.
  • Ensure all donor reports for assets are completed and submitted to the Grants Department on time and liaise with Grants to process and document all donations.
  • Ensure quarterly physical check of assets and submission of asset reports

 

IT & Administration

  • Collaborate closely with Admin and IT to ensure procurement related activities are performed as per IRC Supply Chain policy and are compliant.
  • Support the Field Coordinators in Admin and IT activities as required.

 

Finance/Budgeting/Programming

  • Provide input and final review on proposal budgets in regard to transport, purchasing and logistics at the field and coordination office.
  • Accountable for monitoring operational costs, and adherence to budgeted amounts.
  • Review operational costs in monthly Budget-vs-Actual reports.

 

Staff Management:

  • Practice excellent human resource management, supporting the development, promotion and retention of a motivated team of qualified and experienced staff
  • Identify staffing and/or skill gaps and see that these gaps/needs are filled; support the recruitment of all supply chain staff and provide day to day supervision of the supply chain department
  • Provide feedback through regular performance evaluations
  • Ensure that any staff discipline follows a progressive methodology, which provides for clear and structured improvement

 

Training & Outreach:

  • Proactively advise IRC staff on how to use supply chain tools and services.
  • Identify supply chain needs and ensure that requirements are reflected in budget development.
  • Assist supply chain staff in working with program staff towards establishing procurement plans before the start of each grant
  • Maintain relationships with community stakeholders and organizations, as necessary.

 

Other

  • Work with the Security Manager to maintain awareness and responsiveness.
  • Supervise other supply chain staff, as directed by the Field Coordinator and Supply Chain Coordinator.

 

REQUIREMENTS:

 

  • University degree in Supply Chain Management, Supply Chain, Business Management, or related field.
  • At least 2 years of post-graduate work experience in supply chain management or logistics preferably with a humanitarian organization.
  • Experience working with donor rules and regulations a preference.
  • Experience with maintaining supply pipelines in areas with weak infrastructure.
  • Strong organizational, interpersonal, and communication skills.
  • Strong computer competency with word processing, spreadsheets, databases, and other IT skills.
  • Strong organizational and leadership qualities and willing to exercise initiative.
  • Willingness to participate and contribute as a team member, under challenging working conditions.
  • Fluency in Arabic and strong working knowledge of English (oral and written).
  • Ability to work under high level of stress
  • Experience working in conflict zones with absence of amenities and recreational facilities.

 

KEY WORKING RELATIONSHIPS:

 

Position reports to: position will be managed in partnership between Field Coordinator and Supply Chain Coordinator.

Position directly supervises: Supply Chain Team in Tripoli (Officers and Assistants)

Other internal: Program team, Finance team, Ops team
