Health Manager Tripoli - GVC


Location: Tripoli with regular movements to West of Libya

Position: Health Manager

Type of contract: Employment Full term – 11 months contract renewable, with 3 months trial period

Strating date: October 2020

Monthly gross salary range: To be defined according to the candidate’s profile

GVC in Libya

Sectors of Intervention:

GVC has been operating in Libya since 2018 through the implementation of the following intervention sectors:

  • Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
  • Capacity building of Civil Society Organizations (CSOs)
  • Promoting respect for Human Rights, in connection with the field of humanitarian protection

Location:

GVC has been working in Tripoli since 2018. The organization starting new programs in the West of Tripoli and the South of Libya

Job description

Under the overall supervision of the Libya Program Coordinator and Program Manager (based in Tunis) & the direct supervision of National Coordinator (based in Tripoli), the Health Program Manager will support the daily management & implementation of the GVC health programs.

 

Main tasks and responsibilities

Overview and Management of GVC Program

  • Manage quality Health projects implementation, including allocation of resources and ensuring appropriate controls are maintained at all levels.
  • Ensure quality health project implementation through coordination and direct monitoring of project activities to ensure all projects are completed on time, within budget, and achieve their objectives.
  • Ensure that donor rules and regulations and humanitarian standards including cluster guidelines are known and followed by GVC teams.
  • Provide technical feedback to the supply team for the purchase of medical supplies and equipment
  • Ensure lessons learnt and best practices are documented and disseminated across GVC.
  • Provide technical support to projects where relevant including in other areas of Libya.
  • Ensure quality and timely reports to Project Manager and Program Coordinator

Personnel Management and Capacity Building

  • Coordinate the Health capacity building of the GVC staff and the implementing partner
  • Develop and supervise the implementation of a Capacity building of medical staff in targeted health facilities

External Representation, Coordination, Policy and Advocacy

  • In close coordination with WW-GVC management members, effectively liaise with donors and other agency representatives related to health programs.
  • Represent GVC at field-level, including Health Ministry and Districts of Health; Health Cluster etc.
  • Maintaining timely and accurate information on health humanitarian issues

Program Planning and Development

  • Support the Country director & Program Coordinator in securing new funding opportunities for health Programs, including technical input and proposal and budget development.

 

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Master’s degree in Public Health or health related field;
  • Strong verbal and written skills in English and Arabic as well as ability to multi-task effectively;
  • Solid programmatic, financial, and organizational planning skills;
  • Excellent oral communication skills and writing ability in English;
  • Experience managing humanitarian and health systems strengthening programs
  • Previous experience in the west of Libya is an advantage

Professional experience

  • Minimum of five years’ field health program experience including at least 3 years of management with INGOS / NGOs;

Personal skills

  • Good time-management and organizational skills.
  • Team player.
  • Good interpersonal skills including ability to gain trust, build relationships and promote team spirit.
  • Ability to maintain confidentiality, respect, non-discrimination and safety of beneficiaries at all times.
