Youth Education Project Officer – Benghazi - Norwegian Refugee Council


Background

NRC has been operating in Libya since 2018 with offices in Tripoli and Benghazi. NRC is providing assistance to Libyan IDPs, returnees and host communities in Benghazi and Tripoli with potential expansion to adjacent districts. NRC Libya is working to deliver variety of programming across the following sectors: Shelter, WASH, and Education. In the course of 2019 options for expanding programming to support the migrant and refuge population will be developed.

NRC is developing a community-based youth pilot programme for migrant and Libyan populations based in Ajdabiya.  A Youth Education Assistant is required to support the start-up including the needs assessment and planning.  The Youth Education Assistant is responsible for project implementation, management of incentive staff, and liaising with stakeholders.  The NRC Libya Youth Education Programme is expected to launch in Ajdabiya in late 2020.

Role Specific/Purpose:

The purpose of the Youth Education Officer position is to oversee the day to day implementation of the youth project. The Youth Education Officer will oversee all operations and supervise Youth Education Assistants.

Key Job Tasks and Responsibilities:

– Adhere to NRC policies, tools, handbooks and guidelines
– Strict adherence to the NRC Code of Conduct

– Implement the education project according to the plan of action
– Prepare and develop status reports as required by management
– Ensure proper filing of documents
– Promote and share ideas for technical improvement
– Ensure capacity building of project staff and transfer key skills
– Liaise and collaborate with relevant local authorities and other key stakeholders
– Make decisions on the ground with limited or remote supervision
– Implement education and TVET activities under direction of the Team Leader and Project Coordinator
– Supervise Youth Education Assistants and provide support to them in line with program objectives
– Develop and maintain effective filing systems, both electronic and paper
– Update and maintain effective workplans and logframes
– Provide support to NRC activities, schools and incentive staff in line with NRC quality standards
– Document technical issues and questions, and channel to the Team Leader
– Ensure ongoing monitoring, tracking and reporting of youth education projects
– Monitor spending and purchase requests as assigned by PC/TL and ensure proper follow up with logistics and field teams
– Regularly travel to the field to support education, TVET, recreation and PSS activities
– Oversee distributions of teaching and learning materials
– Any other task relevant to the position as requested by line manager

Job Requirements

Ideal Candidate Profile:

We are looking to hire an energetic, dynamic and communicative candidate , with a university and/or advanced degree preferred; significant experience in the field of education, PSS or child protection considered in lieu .
Understanding of the circumstances, needs and challenges migrant youth populations face and the sensitivity of the context.
A person with experience working in education or child protection project implementation position in a humanitarian/recovery context (with an INGO), previous experience working in complex and volatile contexts; ability to remain calm and professional in tense situations .
Knowledge of Gender and Child Protection and psychosocial support and experience working with children and/or educators; Understanding of SPHERE or INEE minimum standards is a plus. Experience working with youth or teaching, whether academic or vocational , and experience in training or building the capacity of others
Additional useful skills include: Strong organizational skills and teamwork skills, Good computer skills in Microsoft office (MS Excel, Word, and outlook) should have. Written and spoken fluency in Arabic; proficiency in English French is an asset.
