TITLE: REHABILITATION TECHNICAL SUPERVISOR (RTS)
Location: Tripoli/Benghazi/Misrata

JOB CONTEXT

GLOBAL OBJECTIVE OF THE POSITION
Provide technical support to the rehabilitation team for rehabilitation service provision (assessment, provision of care, donation, etc) in close collaboration with other rehabilitation process stakeholders (psychosocial Technical Supervisor etc.)
Contribute to the enhancement of the quality of rehabilitation services in Libya through the capacity building of the rehabilitation and health professionals.
To professionally represent Handicap International (HI) at all times, and be involved in the dissemination of information about HI activities in Libya to appropriate persons including PWD, PWI, caregivers, community leaders, other organizations and officials as required.
HIERARCHICAL RELATIONSHIPS

Line manager: Rehabilitation Technical Coordinator
Functional link: Projects Manager Benghazi, Misrata and Tripoli
Collaboration with: Project officer and Project Managers at different bases.
Team Managed: None
Base: Tripoli/Misrata, with regular travel (60% of time) to other bases (Tripoli, Misurata and Benghazi).

The Rehab Technical Supervisor (RTS) will provide technical support to physiotherapists (PTs). Besides, he/she is required to work in close collaboration with PSS technical supervisor (Psychosocial support) and information management officer (IMO).

RESPONSIBILITIES AND TASKS DESCRIPTION
Quality Assurance of Rehabilitation services
Ensure that the rehabilitation assessments take into account physical, social and environmental factors in a holistic way
Ensure that the treatment plans done by physiotherapists consider the functional needs, social situation and access to services, with provision of technical aids if required in coordination with the social worker and the project officer
Ensure that the interventions are comprehensive for the beneficiary and her/his family/caretaker and in accordance with international rehab standards, and in close link with PSS team, when required. The intervention has to be based on the defined objectives of the rehabilitation activity as well as on the beneficiaries’ objectives + clear priority set, adapted to the type of intervention (more or less emergency)
Ensure that the intervention are adapted which includes transfer of basic skills to the family/caretaker
Ensure that the therapist know and take into account contra-indications and precautions related to diverse illnesses, injuries and treatments.
Ensure that the therapists ensure safety at all times when working with beneficiaries.
Ensure the provision of appropriate assistive devices for the beneficiaries by the physiotherapists, taking into consideration the basic principles of assistive technologies
Ensure that the therapist identify and refer appropriately the beneficiaries
Ensure that the therapists provide follow up care and make decisions regarding discharge as appropriate
Ensure the use of the “comprehensive approach” to rehabilitation
Training and Capacity building
Identify the training need of physiotherapists through skill assessments and on the job accompaniment.
Develop individual training plan for the physiotherapists with the support of Rehab Tech Co.
Mentor the physiotherapists as per their individual plan including on the job coaching and remote support.
Contribute to develop need based training materials.
Plan and facilitate group training events for physiotherapists
Facilitate case management, in close link with PSS team and PM/POs
Participate in the delivery and facilitation of training to health facilities staff, upon request of and in close collaboration with PM
Coordination and networking
Ensure good internal coordination with operational team (such as PM, PO, Field coordinators and teams in the bases)
Ensure close collaboration with other rehabilitation actors
Support PM/PO/Rehab Tech Co to represent HI on all technical aspects on rehabilitation in relation to external partners
Ensure necessary standards are met in all rehabilitation inputs/trainings provided to external actors;
Ensure HI has updates on the need/changes in rehabilitation sector; provide relevant recommendations and action points to HI teams related to the context.
Reporting & Others
Ensure the quantitative and qualitative reporting through the tools (assessment form, follow up form, discharger and monitoring form, donation certificate, groups report) and system in place
Ensure a qualitative follow up of the beneficiaries and document the follow up according to the monitoring plan.
Ensure regular reporting on your activities to your line manager upon his/her solicitation (field visit reports, coordination meeting, workshop, meeting minutes, etc.)
Ensure formalization all training/workshop documents.
Ensure the capitalization work of the done.

PROFILE REQUIRED

Degree in Physical Therapy mandatory
Experience: At least 5 years, 3 years in a similar position; in NGO necessary
Good English and Arabic knowledge (oral and written) is mandatory.
Ability to work under high pressure and under constant supervision
Willingness to travel to the working areas of Handicap International
Strong sense of responsibilities;
Excellent reactivity and flexibility in all circumstances
Good communication skills
Capacity to supervise, accompany, coach and manage a team
High capacity to organize his/her work, and manage priorities independently
Strong interpersonal and intercultural skills
Experience to work under difficult security situation
