Data Collectors- Misrata - International Rescue Committee


BACKGROUND: The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations 2018 Humanitarian Needs Overview, 1.1 million people require lifesaving humanitarian assistance and protection, including an estimated 170,000 internally displaced persons (IDPs), 401,000 migrants, refugees and asylum seekers, and 376,000 vulnerable host community. In September 2016, the IRC launched an emergency program in Misrata, Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). Since then, the IRC has expanded its programming to also include the provision of GBV prevention and response services and protection monitoring. The IRC’s programming has also been further expanded to Misrata and Misrata. The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services.

The data collectors will report to the Senior M&E officer in Misrata. The ideal candidate will have demonstrated experience in monitoring and evaluation and data collection.

 

JOB OVERVIEW/SUMMARY: The data collectors will participate in a wide range of data collection activities at the field level, aimed at tracking the progress and performance of all protection interventions (e.g. Baseline assessments, observation, focus group discussions (FGD), post-distribution monitoring surveys, satisfaction survey). In addition to handling the feedback from beneficiaries at the project sites for all sectors and reporting daily findings to the Senior M&E Officers

 

RESPONSIBILITIES:

  • Participate in needs assessment as required.
  • Support monitors activities for Misrata office.
  • Implementing client responsiveness systems in Misrata.
  • Conduct baseline assessments, exit interviews, community studies and FGD.
  • Conduct monitoring visits to project sites.
  • Ensure data quality through data verification exercises.

 

KEY WORKING RELATIONSHIPS:

  • Position Reports to: Senior M&E Officer
  • Position directly supervises: N/A
  • Indirect Reporting: M&E Coordinator

JOB REQUIREMENTS:

  • A Female candidates who has Bachelor of Arts or Science in Social Science, Economics, Statistics, Computer Science, or related field
  • 1 year experience developing and maintaining M&E systems and tools
  • Demonstrated experience and capacity in conducting field-level data collection and some experience in data analysis
  • Previous experience in drafting reports
  • Strong computer literacy, including proficiency in Microsoft Office 2007, Microsoft Access and Microsoft Excel.
  • Demonstrated experience working with ICT tools to collect and analyze data
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • INGO experience preferred
  • Fluency in English and Arabic required

 

Working Environment

The data collectors will be based in Misrata with frequent travels to Tawergha. She will oversee M&E activities both in Misrata and Tawergha.
