Context:

Under the overall supervision of the Chief Of Mission and the direct supervision and guidance of the Field Security Officer, the Local Security Assistant will assist in the overall implementation and coordination of security and administrative related services and tasks , to ensure the high quality and accuracy of work within the Security Unit.
The Local Security Assistant promotes a client, quality, and results-oriented approach while performing crucial operations functions. Additionally, the incumbent will also continue to play a major role in the implementation of recommendations stemming from the audit of the IOM Safety & Security function.
The Local Security Assistant works in close collaboration with the other Local Security Assistants within the mission and with the Field Security Officer. He/she keeps professional work relation with other UN agencies staff to exchange information and ensure consistent service delivery.

Core Functions / Responsibilities:

1. Assist and support IOM Libya FSO in the required Day to day supervision over the security guards deployed at the IOM office.
2. Monitoring operation of walk-thru device, CCTVs for effective implementation of all joint security measures perimeter security and access control. Ensure that issued security are always functional, report for any damage or deficiency to the FSO.
3. Support the Implementation of all new security measures on advice of the FSO.
4. Develop and maintain Control System and egress SOPs, ensure only authorized persons entering IOM premises.
5. Conduct interior patrols (Security survey) and fire safety observation when required.
6. Report to the FSO any potential/actual preaches of IOM office security as well as any unusual activity.
7. Ensure all relevant security information is conveyed properly and accurately to the FSO and the appropriate IOM mission staff members by maintaining regular/flash security reports.
8. Develop a comprehensive working knowledge of the present IOM/UNDSS Memorandum of Understanding, related to the various security protocols stipulated by this agreement.
9. Assist the FSO in conducting the security assessments, offering appropriate recommendations, design and implement evacuation/emergency plans and drills.
10. Under the guidance of the IOM FSO, verify IOM office by reviewing the Physical Security Assessment, and international staff residences and make sure it meet the existing security standards such as Security Risk management measures(SRM) and Residential Security Measures (RSM);
11. Maintain the required networking in support of the security unit with all UN stakeholders, external partners, UN, NGOs and HG security units achieving a common standard supporting IOM programs, and safe delivery of these objectives.

12. Establish and update staff files/lists and develop the Warden System for all IOM staff in Libya as advised by the FSO.
13. Under the supervision of the IOM FSO, maintain and provide inputs for the development of a security plan. This includes, but not limited to: Building and fire evacuation plan, warden system, emergency communications tree, up-to-date staff list, emergency contact list, and other contingency plans.
14. Conduct security briefing (including cultural orientation) for new arrivals or TDYers.
15. Ensure that all IOM staff completed the mandatory security requirements. Identify the security trainings required and ensure that the IOM FSO is aware of these training requirements.
16. Assist and support required monitoring of the in-country security situation through reporting of significant incidents on a timely manner to designated management staff using prescribed reporting forms/templates and IOM security modalities.
17. Maintain a filing system for the security office with a hardcopy and soft copy in IOM security shared folders to support staff awareness and access to all security contingency plans.
18. Keep and update an Inventory List and Tracking System of all IOM Office of Staff Security (OSS) assets in IOM Libya and set up/streamline procedures to manage and safeguard all IOM-OSS assets in the office.
19. Work closely with IOM logistics to ensure that all vehicles are compliant with Security Risk Management (SRM) and Road Safety Policy.
20. Escort IOM staff on missions according to UNDSS approved SRM IOM FSO assessment and keep continued contact with the DSS radio room.
21. Report to duty when required during official holidays and after normal working hours to support IOM emergency programs or any other security-related issue.
22. Perform other safety and security-related duties as may be required.

Required Qualifications and Experience

Education

• Bachelor’s degree in business management, international relations or other relevant field from an accredited academic institution with minimum of three years of experience in security, law enforcement, military or police context.

• High School degree with five years of relevant security professional experience.

Experience

• Experience in planning, and operational execution of security management systems private sector or otherwise is an added advantage.
• Previous experience in UN/IOM Missions, International Peacekeeping or International Emergency Missions is an added advantage.
• Previous experience in dealing with law enforcement agencies.

Skills

• Demonstrated ability to communicate clearly and effectively with clients;
• Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision.
• Ability to work under pressure with minimum supervision.

Languages

• Fluent English.
• Working knowledge of French/Spanish is an advantage.
