Senior Resource Center Officer| Benghazi - ACTED Organization


Background on ACTED

ACTED is an independent non-governmental organization operating in Libya since 2012. Under the umbrella of Civil Initiatives Libya (CIL), a program that aims at supporting the Civil Society in Libya through capacity building and incubation support, ACTED is aiming to hire a Resource Center Manager to support the work in Benghazi.

Resource Centers aim to provide capacity building and incubation support of CSOs while also providing space for networking, meetings and working.

The program has started in December 2019 and will continue until December 2022. ACTED aims to open the Resource Center in September 2020.

Responsibilities

The Sr.Resource Center Officer responsibilities include:

a) Networking and Public Relations

  • Develop and maintain relations with relevant local actors
  • Interact with CSOs, unions, INGOs, Local Council, Media, Ministry of Cultures and others to promote the Resource Center
  • Act as Local representative of the Resource Center
  • Advertise the Resource Center and its added value and usage through networks, partners, and local events
  • Liaise with communications department to promote CIL Resource Center, via radio
  • Maintain a database of users of the Resource Center
  1. b) Training and Capacity Building
  • Liaise and coordinate with the Project Officer on the training and capacity building program
  • Support CSOs in drafting proposals and budgets
  • Identify training needs through CSO networks & CSO using the Resource Center
  • Develop networks with relevant trainers
  1. c) Networking Events
  • Plan and execute networking events relevant to CSOs and in coordination with CSOs
  • Be responsible in coordination with logistics department for the operationalizing of the events
  • Ensure relevant activities are taking place that will increase the interest of CSOs
  • Write reports on the events and guarantee compliance with ACTED documentation procedures
  1. d) Project Management
  • Depending on the qualification and seniority, the Resource Center can autonomous plan and execute parts of the project around the Resource Center activities
  • Constant interaction with logistics and finance in order to guarantee operational support to the Resource Center. This includes budget planning, financial requests, Order Forms
  • Ensuring maintenance of the building and smooth running in coordination with logistics

Qualifications

  • Understanding of Civil Society landscape in Libya
  • Previous involvement in Civil Society in Libya
  • Bachelor’s degree in relevant field
  • Previous experience in capacity building of CSOs/CBOs desirable
  • Previous project management experience desirable
  • Ability to exercise initiative, problem-solving, and to maintain strictest confidentiality.
  • Ability to establish and maintain positive and cooperative relationships with colleagues, CSOs, grantees and institutional partners
  • Excellent computer skills, particularly Microsoft Office, required.
  • Arabic and English are mandatory.

Further, the candidate should be open-minded and willing to network with many different stakeholders.
