Rapid Needs Assessment Team Leader - Norwegian Refugee Council


Background

The Norwegian Refugee Council is an international, independent,
humanitarian, nongovernmental organization that provides assistance to refugees’ and internally displaced people in many countries worldwide including Libya. As a part of its assistance, in Libya, NRC provides information, counselling and legal assistance (ICLA) services; distribution of non-food items; shelter rehabilitation; cash assistance and education services. NRC beneficiaries include internally displaced people and members of host community.

Role Specific/Purpose:

The purpose of the Rapid Needs Assessment Team Leader is to coordinate and lead the emergency response project implementation, focused on east of Libya. The role is also responsible to capacity build staff related to the emergency response.

Key Job Tasks and Responsibilities:

– Monitor the context, and triggers for the deployment of the Rapid Needs Assessment Team;
– Develop a plan for each Rapid Needs Assessment and lead the go/no-go process prior to deployment of the team;
– Lead the Rapid Needs Assessment team when it is deployed for data collection;
– Liaise with local authorities, security actors, community stakeholders and internal NRC stakeholders to facilitate access and approvals for the conduct of data collection;
– Lead on and coordinate data analysis and produce a report for dissemination amongst broader humanitarian community;
– Advocacy and follow up to ensure response to the needs identified;
– Line Management of RNA Technical Assistant;
– Ensure systematic training and build capacity of technical staff
– Represent NRC in relevant forums/Clusters, including in meetings with
– Compliance and adherence to NRC policies, guidance and procedures
– Monitor the humanitarian situation and ensure that there is a context and conflict analysis of the situation
– Liaise with relevant stakeholders to ensure there is a constant information flow about potential new displacements
– Ensure that the response team is activated and ready when required
– Provide support with the setup of information management structures for data collection, reporting and M&E
– Provide support with the development and implementation of Rapid Needs Assessments.
– Contribute to any publications and lesson learnt papers at country level.
– Contribute to the Emergency Preparedness Plan and Minimum Preparedness Activities.

Ideal Candidate Profile:

We are looking for a qualified candidate with a minimum of three years of experience with humanitarian response organizations in Libya. Experience liaising with community and local authorities. Knowledge about own leadership skills/profile, conflict dynamics and displacement context in Libya . Good command of English and Arabic, both written and verbal is required.

Contract Period: Until 31 December 2020
