OFFICIAL STATION (COUNTRY): Benghazi , Libya

ORGANIZATIONAL LOCATION/UNIT: Regional Office for the Eastern Mediterranean (EMRO) Office of the WHO Representative,

OBJECTIVES OF THE PROGRAMME: To ensure that effective WHO country presence is established to implement WHO country cooperation strategies that are aligned with Member State’s health and development agendas, and harmonized with the United Nations country teams.

PURPOSE OF POSITION: To provide technical and program support to the program eradication activities both Acute Flaccid Paralysis(AFP) Surveillance, Supplementary Immunization Activities (SIA) and Routine Expanded Program on Immunization(EPI).

The incumbent will perform the following duties: 

  1. Coordinates WHO activities in all immunization components primarily on planning, service delivery and vaccine management, achieving results such as:
  • Perform and prepare regular monthly situational analyses of immunization service delivery (access, utilization and dropout rate) and vaccine availability which is currently affected by COVID 19 pandemic and report to NCDC administration and technical advisory body and other organizations / institutions.
  • Planning and conducting visits to designated areas of concern or high-risk municipalities (based on the data/information), to review immunization service delivery/immunization data and conduct on job training support to EPI supervisors and vaccinators
  • Technical input for planning, supervision, and monitoring of immunization activities based on COVID 19 maintaining essential health services guidelines on immunization either for routine or periodic intensification of routine immunization activities (PIRI).

2. Strengthens local capacities in implementation of immunization services against VPDs, achieving results such as:

  • Coordinating VPD surveillance activities primarily on measles and frequently updating of VPD surveillance information.
  • Facilitate identifying training needs for respective target audiences and developing comprehensive plans for capacity building on VPD surveillance in collaboration with COVID 19 surveillance.
  • Assist in preparing training material tailored to the specific needs.
  • Conducting adequate training on VPDs Outbreak Investigation or similar areas for health personnel.

3. Ensures planning, development and implementation of appropriate AFP surveillance and VDPVs outbreak preparedness and response activities in the designated area, achieving results such as:

  • Conduct independent active surveillance and weekly zero monitoring visits along with EPI HF designated high risk municipalities
  • Plan and implement approved work plan activities in coordination with POL and NCDC team
  • Conduct separate weekly AFP surveillance epidemiolocal analysis based on the reports generated by NCDC and field visits focusing on key surveillance indicators (NP AFP rate, stool adequacy, 60 day follow up, GBS rate, AFP clusters)
  • Collaborate with AFP National Program Officer on program planning requirements and activities (stool shipments, weekly data reports and investigation of AFP cases).
  • Participating in meetings of relevant committees to review VPDs outbreak cases, requiring expert review.
  • Providing technical inputs for the planning and implementation of high-risk population as migrant population strategies.
  • Collaborating with NCC and AFP National Program Officer in the final classification of inadequate cases

 

QUALIFICATIONS REQUIRED:

EDUCATION AND SKILSS:

Essential: First level university degree is required in medicine and/or public health planning and administration.

Desirable: a degree or studies in public health, surveillance or monitoring

EXPERIENCE:

Essential: At least 2 years of experience required in health sector coordination with emphasis on EPI and/or the management of vaccine preventable diseases and immunization campaigns.

 Desirable: Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.

LANGUAGES: Very good knowledge of English and the local language for speaking, reading, writing and drafting replies.
