IM & MEAL Supervisor - Action Against Hunger


Action Against Hunger is a humanitarian association recognized as a public utility and founded in 1979, the organisation operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation and mental health and care practices.

As part of our programs we are currently looking for:

                                                IM & MEAL Supervisor

Job Description

  • Ensure data management and quality and accountability standards within AAH programme in Benghazi operational office.
  • Set-up, manage and promote efficient use of data and MEAL systems to ensure that AAH programme strategies are effective and respond to the needs identified by the programme.

Objective 1 : Data Management

  • programme use at base level (assessments, monitoring and evaluation activities) ensuring an harmonized approach across sectors and enhance future technology improvements
  • Administers, maintains, develops and implements policies and procedures for ensuring the security and integrity of program databases, tools and online servers as per data protection standards
  • Check the quality of the data entered by Programme and MEAL staff for reporting purposes, especially with a focus on beneficiaries counting and potential double counting
  • Support data collection activities (quantitative and qualitative) with checks, dataset cleaning, technical supervision and practical support to responsible staff or resources (i.e. during assessments or surveys)
  • Provide technical support to programme team in designing data collection tools using ODK/KOBO and on data related issues/problems;
  • Assist Programme Manager and Technical Deputy Programme Managers in delivering capacity building activities to assessment resources and MEAL staff related to data collection and use of ODK and KOBO tools to assessment;
  • Leads and supports the production of IM products, including maps, dashboards, and graphs on project data as requested

Objective 2 : MEAL – Facilitate the collection and analysis of data on programme progress

  • In coordination with Grant & Program Coordinator and Programme staff at base level, develop a suitable MEAL framework/plan that guides all MEAL work in the project, in line with the proposal logical framework (outputs, outcomes and impact indicators);
  • Develop and adapt suitable tools to be used for MEAL purposes to collect relevant and reliable information according to sector needs;
  • Plan data collection activities of MEAL staff, conduct periodic monitoring visits and spot checks to project sites and coordinate exchange of findings to relevant programme department at base level
  • Manage, supervise and provide technical guidance to MEAL assistants at base level for data collection activities in conjunction with program staff
  • Analyse MEAL data and draft reports as per designed MEAL framework

Objective 3 : MEAL: Quality and Accountability assurance

  • Report to Programme Manager/Technical Deputy Managers the outcomes of the monitoring activities, data collection and spot checks to allow for improvements;
  • Support Project Manager/Technical advisors in setting-up direct and transparent communication strategies with beneficiaries and communities in targeted areas
  • Ensure beneficiaries are treated with respect, confidentiality and informed consent throughout all activities;
  • Set-up and support in implementing feedback and complaint mechanism for targeted beneficiaries and partners and analyse results, with the support of MEAL assistants;
  • Report on the feedback and complaint mechanism results to the Programme Manager and Base Manager;

Objective 4 : Provide sufficient and reliable information to guide programme development

  • Provide the Project/Programme Manager with relevant, accurate and timely information on project progress and context as requested;
  • Conduct simple data analysis and present and disseminate information to inform program management;
  • Manage and conduct focus group discussions with beneficiaries, as needed and directed by management;
  • Participate in project kick-off, mid-term review and closure meetings for all projects at base level

Reporting Requirements:

  • Generate all required reports and data/data analysis of monitoring, PDMs, spot-checks.
  • Prepare monthly report of the tasks completed by IM&MEAL at base level
  • Matrices, tables, graphs
  • Support in completing the monthly Activity Progress Reports (APRs) with Project Manager
  • Any other report related to IM&MEAL

Job Requirements

Qualifications, Degree

  1. University degree or advanced training/courses in statistics, socioeconomic studies, international affairs, emergency management, or other related fields;
  2. Bachelor degree in computer sciences, information systems, general sciences or any other related fields.

Professional Experience

  1. At least 3 year experience in I/NGOs in Libya
  2. 2 years of relevant work experience in developing/implementing Information Management and/or Monitoring and Evaluation Systems for humanitarian work
  3. 2 year experience in assessments and data collection for humanitarian work

General Skills

  1. Good communication and writing skills
  2. Adaptability, flexibility, resourcefulness
  3. Able to adopt an organized and methodological approach
  4. Sense of confidentiality
  5. Excellent intercultural, interpersonal, organisational, prioritising, and communication skills

Specialized/technical Skills

  1. Excellent computer skills
  2. Proficient use of Microsoft Office tools (especially Excel)
  3. Advanced ODK coding skills and practical knowledge of online data collection tools (i.e. KOBO tool box)
  4. Strong background/experience in quantitative and qualitative analysis
  5. Data visualization skills (tables, graphs, etc.)

Managerial Skills

  1. Project cycle management/M&E/Reporting skills
  2. Team management skills

Language skills

  1. Good knowledge of English and Fluent Arabic

IT Skills

  1. Excellent computer knowledge: Word, Excel, Power Point (see Specialized Skills section)
