Water, Hygiene and Sanitation (WASH) Deputy Program Manager - Action Against Hunger


Action Against Hunger is a humanitarian association recognized as a public utility and founded in 1979, the organisation operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation and mental health and care practices.

As part of our programs we are currently looking for:

                                              WASH Deputy Program Manager

Job Description

  • Assist the Program Manager by ensuring the proper implementation of WASH program component, including activities and capacity building, monitoring and evaluation, logistics and administration, coordination with local authorities and stakeholders
  • Ensure all objectives in respect of AAH and international standards in the sector of competence

Objective 1 : Prepare and supervise fieldwork and activities

  • Assist the Programme Manager to determine potential sites of intervention
  • Setting up of the WASH program(s) taking into account the logical framework of the program(s), the budget, and the logistical and administrative processes of AAH
  • Identifying the technical constraints associated with the implementation of the projects
  • Calculate the accurate quantity of materials needed for the activities (BoQ)
  • Organize and follow up WASH activities in all their parts and ensure they are conducted in a proper and timely manner
  • Support the Program Manager in managing the budget related to WASH activities and support the monthly Budget Follow Up (BFU) by providing detailed forecasts and check on expenditures
  • Prepare work plans and ensure these are followed by the WASH team
  • Monitor and analyze AAH WASH project indicators and contribute to monthly reporting duties (APR) and analysis

Objective 2 : Identify needs and contribute to project elaboration

  • Identifying humanitarian needs in the field of WASH and in his/her area of activity, this to include the submission of reports pertaining to such matters
  • Contributing to the design of the WASH sections of project proposals
  • Take notice of the sectoral orientations of national strategy and understand the implications for his/her field of activity
  • Participating, as and when necessary, in the development of the WASH section of the emergency response plan in his/her area of activity (logical framework, indicators design, targets estimations).

Objective 3 : Oversight of the logistical and administrative aspects of the project

  • Understand and follow the logistics procedures enabling the project implementation (purchase requests follow-up with logistics team, support in movement plan, ensure staff are trained in security SoP’s)
  • Ensure compliance with AAH overall administrative procedures, making sure the team under his/her direct management is fully aware of these procedures. Ensure an efficient use of the items allocated to the project

Objective 4 : Supervise the WASH team

  • Participate in the recruitment process of new team members
  • Report training needs of the team to the Programme Manager, translate/develop/deliver training material and assist in the facilitation of training sessions
  • Explain and ensure application of the AAH standards and policies, and international guidelines on WASH in the provision of all activities
  • Conduct with HR annual appraisals of the WASH team
  • Managing planning, work-sharing and coordination of work

Objective 5 : Ensure quality, monitoring, evaluation and reporting of WASH activities

  • Organize and follow up data collection and processing, in coordination with IM/MEAL team, and propose methods improvements
  • Ensure project data and indicators are regularly updated in AAH reporting tools
  • Assist the PM in carrying out statistic calculations and data analysis
  • Support the team in project activities reporting; Ensure the quality of the data and reports submitted by WASH team members
  • Compile monthly WASH Activity Progress Report, according to activities indicators
  • Assist the PM in donors reporting
  • Promoting and taking part in the evaluation of the impact of his/her project (external assessment)
  • Promoting and contributing to learning and improvement of quality (internal evaluation and joint visits)
  • Implementing complaints procedures for ethical and transparency reasons, particularly in respect of the beneficiary populations
  • Ensuring that a double KAP survey is put in place (baseline/final)

Objective 6 : Ensure internal and external coordination 

  • Ensure a clear communication between the WASH team and Programme Manager, Base Manager, AAH other sectors, stakeholders and local authorities
  • Ensure access to field/facilities/people is possible, with a good level of trust and acceptance
  • Participate in internal and external coordination meetings and clusters
  • Propose partnerships, initiatives, new directions and/or improvements for the projects
  • Coordination of activities with other sectors and departments of AAH in order to ensure rational use of resources and optimum integration
  • Contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc.…)

Objective 7 : Contribute to gender and protection mainstreaming

  • Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
  • Assist the Programme Manager in gender and protection mainstreaming, and GBV and child protection integration, into programmes and activites, by respecting AAH standards and monitoring these aspects with dedicated indicators

Job Requirements

Qualifications, Degree

  1. Bachelor degree in Water and sanitation engineer / construction engineer / environmental engineer, or any related major.

Professional Experience

  1. Minimum of 3 years of experience WaSH/environmental engineering, with a significant experience in humanitarian field
  2. Minimum of 2 years of field-based experience in project management including team management

  5. Willingness to travel within Libya
  6. Firm understanding of ‘Do No Harm’ approach
  7. Excellent intercultural, interpersonal, organisational, prioritising, and communication skills

Specialized/technical Skills

  1. Experience in implementation of rehabilitation and construction works, liaising with contractors
  2. Strong knowledge and experience in hygiene promotion and water conservation.
  3. Experience working in developing and urban contexts
  4. Experience in evidence based programing and research.

Managerial Skills

  1. Project cycle management/M&E/Reporting skills
  2. Team management skills
  3. Very organized, with priorities and time management skills

Language Skills

  1. Fluent in English and Arabic

IT Skills

  1. Good computer knowledge: Word, Excel, Power Point
