Mental Health, Care Practices, Gender and Protection (MHCPGP) Deputy Program manager - Action Against Hunger


Action Against Hunger is a humanitarian association recognized as a public utility and founded in 1979, the organisation operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation and mental health and care practices.

As part of our programs we are currently looking for:

                                              MHCPGP Deputy Program Manager

Job Description

  • Assist the Program Manager by ensuring the proper implementation of MHCPGP program, including activities and capacity building, monitoring and evaluation, logistics and administration, coordination with local authorities and stakeholders.
  • Ensure all objectives in respect of AAH and international standards in the sector of competence

Objective 1 : Prepare and supervise fieldwork and activities

  • Organize and follow up MHCPGP activities in all their parts and ensure they are conducted in a proper and timely manner
  • Assist the Program Manager to determine potential sites of intervention
  • Calculate the accurate quantity of materials needed for the activities (BoQ)
  • Support the Program Manager in managing the budget related to MHCPGP activities and support the monthly Budget Follow Up (BFU) by providing detailed forecasts and check on expenditures
  • Prepare work plans and ensure these are followed by the MHCPGP team
  • Supervise field work and activities when required/requested
  • Monitor and analyze AAH MHCPGP project indicators and contribute to monthly reporting duties (APR) and analysis

Objective 2: Oversight of the logistical and administrative aspects of the MHCPGP component

  • Understand and follow the logistics procedures enabling the project implementation (purchase requests follow-up with logistics team, support in movement plan, ensure staff are trained in security SoPs)
  • Ensure compliance with AAH overall administrative procedures, making sure the team under his/her direct management is fully aware of these procedures.
  • Ensure an efficient use of the items allocated to the project

Objective 3: Supervise the MHCPGP team

  • Participate in the recruitment process of new team members
  • Report training needs of the team to the Program Manager, translate/develop/deliver training material and assist in the facilitation of training sessions
  • Organize and facilitate workshops for AAH teams and stakeholders on different MHPSS and CP themes according to the needs identified by the Program Manager (PM)
  • Explain and ensure application of the AAH standards and policies, and international guidelines on MHPSS, CP and GP in the provision of all activities
  • Organize technical meetings when needed and clinical supervision (if possible) to the team
  • Conduct with HR annual appraisals of the team

Objective 4: Contribute to the monitoring, evaluation and reporting of the MHCPGP component

  • Contribute to the organization and the follow up of data collection and processing; propose methods improvements
  • Contribute to the proper upload of data in the database (accuracy check) if needed
  • Assist the MEAL Team and the PM in carrying out statistic calculations and data analysis
  • Support the team in project activities reporting; Ensure the quality of the data and reports submitted by MHCPGP team members
  • Ensure and compile monthly MHCPGP Activity Progress Report, according to activities indicators
  • Assist the PM in donors reporting
  • Maintain strict respect for confidentiality: Ensure that the confidentiality of data, the property of AAH project beneficiaries, is strictly maintained; Ensure that all documents are available for audit and stored in secure files and locker; Respect the confidentiality of the content of clinical interviews apart from discussions with the psychologists in charge

Objective 5: Ensure internal and external coordination  

  • Ensure a clear communication between the MHCPGP team and Program Manager, Base Manager, AAH other sectors, stakeholders and local authorities
  • Ensure access to field/facilities/people is possible, with a good level of trust and acceptance
  • Participate in internal and external coordination meetings and clusters
  • Propose partnerships, initiatives, new directions and/or improvements for the projects

Objective 6: Contribute to gender and protection mainstreaming

  • Assist the PM in gender and protection mainstreaming, and GBV and child protection integration, into programs and activities, by respecting AAH standards and monitoring these aspects with dedicated indicators
  • Support the MHCPGP team and AAH teams in gender and protection mainstreaming or integration into activities through trainings, supervisions and monitoring; as well by conducting gender and protection assessments and analysis.

Job Requirement

Qualifications, Degree

  1. University/College Qualification equivalent to Bachelor Degree minimum, in Psychology or Psychiatry

Professional Experience

  1. Minimum of 3 years of experience in MHPSS/psychological sector, preferably in humanitarian field or health/mental health sector
  2. Minimum of 2 years of field-based experience in project management including team management

General Skills

  1. Good communication and writing skills
  2. Adaptability, flexibility, resourcefulness
  3. Able to adopt an organized and methodological approach
  4. Sense of confidentiality
  5. Willingness to travel within Libya

Specialized/Technical Skills

  1. MHPSS/clinical psychology/CBT/Care practices/Child protection/GBV knowledge, experience and skills
  2. Knowledge of the intervention area/emergency settings/programs for refugees and displaced population
  3. Capacity building (training and supervision) skills

Language Skills

  1. Fluent in English and Arabic

IT Skills

  1. Good computer knowledge: Word, Excel, Power Point

Managerial Skills

  1. Project cycle management/M&E/Reporting skills
  2. Team management skills
  3. Very organized, with priorities and time management skills
  4. Flexible and able to adapt quickly to fast pace complex dynamics
