Gender Based Violence Consultant (GBV) - WHO Country Office Libya

 Temporary Assignment: – Gender Based Violence (GBV) in Emergencies.

 Expected duration: two months, renewable upon funds availability.

 Place of assignment: WHO Libya. The incumbent may be required to travel

WHO is implementing a project to strengthen its capacity to address gender-based violence (GBV), through the Health Cluster and WHO’s emergency work. Preventing and responding to GBV in refugee contexts and emergencies remains one of the key challenges for the humanitarian sector. Research suggests that approximately one in five refugee or displaced women experience sexual violence.[1] The current COVID-19 pandemic also showed the strict link between emergencies, including health emergencies, and increased risk of exposure of women and girls to GBV. Health services for survivors of GBV can be lifesaving and are a minimum standard of health care in humanitarian settings. However, access to this essential care is often limited.[2] As the lead agency for health, WHO is well placed to institutionalize the health sector response to GBV in crises, within a gender equality and human rights perspective.

The WHO project aims to accomplish the following:

  • The Health Cluster and country offices promote and operationalize responses to GBV within the health sector.
  • Technical and normative guidelines and tools on GBV are strengthened to reflect up-to-date evidence and WHO recommendations and implemented at country level
  • WHO is actively engaged in relevant interagency GBV emergency initiatives, and coordinates with relevant actors.

Libya has recently joined this project, which is currently implemented in six countries of the Easter Mediterranean Region: Afghanistan, Iraq, , Syria, Somalia, and Sudan.

This position will focus on implementing activities to strengthen the health response to GBV in Libya, in close collaboration with the Mental Health Officer/WHO GBV Focal Point for Somalia. The position will also work closely with the EMRO, and HQ GBV Technical Officers.

 

Organizational context

The post will be under the XXX and will work the technical supervision of the GBV Technical Officer in EMRO. Within this setting, the incumbent works closely with the Health Cluster Coordinator and relevant staff in the Emergency program. The incumbent will support the overall activities to integrate gender-based violence prevention and response in the WHO Libya CO and in the Health Cluster. The incumbent collaborates with external stakeholders including international agencies, particularly UNFPA, UNICEF and UNHCR, as well as the GBV Sub-Cluster.

 

Summary of Duties

  1. Provide timely and sustainable technical support on GBV to the WHO concerned team and Health Cluster in Libya as needed.
  2. Coordinate and conduct capacity building activities for health sector partners and service providers on the health response to GBV.
  3. Support health cluster planning processes, to make sure GBV activities are appropriately reflected in the Health Cluster plans.
  4. Support linkages and coordination between the health cluster (including SRH and MHSPSS working groups as relevant), the GBV sub-working group, and CMR task force.
  5. Contribute to the adaptation of training materials and guidance on GBV in Libya.
  6. Produce quarterly reports on activities.

Functional Knowledge and Skills

  • Proven experience of violence against women/gender-based violence, including in emergencies, with proven knowledge of health and gender-based violence issues, a good understanding of gender equality and survivor-centered approaches and a good understanding of the humanitarian organizational structure.
  • Demonstrated capacity to work in challenging circumstances, administer projects and build partnerships involving technical and political elements.
  • Demonstrated ability to work in multicultural settings and excellent inter-personal skills.

 

Education Qualifications

Essential Education Qualifications:

  • Advanced University Degree in one of the following fields: public health, women’s or gender and development studies, social sciences; or first health science degree with advanced degree (at least at master level) in a related field.
  • A first degree with accumulated years of experience can be considered in lieu of the above.

 

Desirable Education Qualifications

  • Training in women’s health, epidemiology or social sciences

Essential Experience

  • At least 3 years’ work experience in violence against women/gender-based violence, ideally with some of this in humanitarian settings, and experience in training health organizations and health providers.

 

Desirable Experience

  • Experience in UN organizations or agencies, or non-governmental organizations providing technical assistance and support to humanitarian settings.

 

Language Skills

  • Essential: Expert knowledge of English, and Arabic.
  • Desirable: Knowledge of other UN language.

 

Other Skills

Skills required to use e-mail, PowerPoint, Excel, and word processing software independently and efficiently.

 

Other Requirements

The selected candidate will be expected to provide a medical certificate of fitness for work and a copy of all education certificates mentioned in CV.
