Vacancy Notice: LIY009 Temporary Assignment: – Gender Based Violence (GBV) in Emergencies. Expected duration: two months, renewable upon funds availability. Place of assignment: WHO Libya. The incumbent may be required to travel WHO is implementing a project to strengthen its capacity to address gender-based violence (GBV), through the Health Cluster and WHO’s emergency work. Preventing and responding to GBV in refugee contexts and emergencies remains one of the key challenges for the humanitarian sector. Research suggests that approximately one in five refugee or displaced women experience sexual violence.[1] The current COVID-19 pandemic also showed the strict link between emergencies, including health emergencies, and increased risk of exposure of women and girls to GBV. Health services for survivors of GBV can be lifesaving and are a minimum standard of health care in humanitarian settings. However, access to this essential care is often limited.[2] As the lead agency for health, WHO is well placed to institutionalize the health sector response to GBV in crises, within a gender equality and human rights perspective. The WHO project aims to accomplish the following: Libya has recently joined this project, which is currently implemented in six countries of the Easter Mediterranean Region: Afghanistan, Iraq, , Syria, Somalia, and Sudan. This position will focus on implementing activities to strengthen the health response to GBV in Libya, in close collaboration with the Mental Health Officer/WHO GBV Focal Point for Somalia. The position will also work closely with the EMRO, and HQ GBV Technical Officers. Organizational context The post will be under the XXX and will work the technical supervision of the GBV Technical Officer in EMRO. Within this setting, the incumbent works closely with the Health Cluster Coordinator and relevant staff in the Emergency program. The incumbent will support the overall activities to integrate gender-based violence prevention and response in the WHO Libya CO and in the Health Cluster. The incumbent collaborates with external stakeholders including international agencies, particularly UNFPA, UNICEF and UNHCR, as well as the GBV Sub-Cluster.
