Position Title: Lead Analyst.
Position Reports to: Medical Coordinator.
Field Site: Benghazi (With visits to municipalities in the eastern region).
Date Needed: 26th July 2020.
Job Summary:
The lead analyst will supervise and lead a team of 4 enumerators, with a goal of the collection of sufficient amount of relevant data according to a pre-set number of targets and questionnaires and conduct a detailed and relevant assessment of the level of functionality of health facilities at the primary health care level in 4 municipalities in the eastern region.
Essential Responsibilities:
Tasks include, but are not limited to, the following:
- To thoroughly revise the available data and information about targeted health facilities through a desk review of available reports and documents produced by WHO, MOH or other recognized institutes, and to summarize available data about the general primary health care level status at the municipality in general, and at the targeted health facilities specifically.
- Collect additional data about targeted health care facilities from other information resources through communication by emails or phone-calls with primary health care centers managers, District health office officials, and MOH staff.
- Present available data about the current status of the primary health care centers targeted to the team of enumerators before visiting sites and to the medical coordinator and project manager through short reports and demonstrative PowerPoint presentations.
- Develop an elaborate field visits plan that detail the action plan to be followed by the team of enumerators to complete needed original visits or additional visits to sites (health facilities / Primary health care centers) to collect required data.
- Orient and build the capacity of enumerators to render them more efficient in the collection of relevant data about targeted health facilities during field visits, through short training sessions about the standard questionnaire and main assessment pillars. He/she should be able to identify enumerator’s gaps in the understanding of the assessment questionnaires/tools and correct them.
- Supervise and follow and delegate tasks to enumerators, following the weekly pre-set plan of field visits.
- Communicate regularly and liaise activities with field manager of IMC Benghazi office, and Medical coordinator of the project.
- Plan and organize regular meetings with enumerators, on a weekly and monthly basis in order to summarize tasks accomplished and to discuss achievement, challenges and to suggest alternative ways to overcome challenges faced by field team during assessment visits to health facilities.
- Ensure compile data regularly on weekly basis and transfer any paper-based data into a computer system, using applications like Microsoft excel.
- Review data regularly and notice any irregularities, discrepancies, illogical data or irrelevant data and clear it from data set, or order re-visit to the site and recollection of certain data sets if needed.
- Analyze the collected data logically, arrange it, filter it, conclude relevant informative conclusions and trends out of it, and demonstrate it in simple information blocks, either through summarization and use of tables, narrative text or figuratively using data visualization tools.
- Prepare weekly short narrative reports to the medical coordinator about the progress of data collection and assessment of targeted health care facilities.
- Prepare the final report of each primary health care center and calculate the weighted score of level of functionality at each primary health care center and compare the PHCCs at each municipality to each other during the preparation of the final report.
- Produce a master report that summarizes the data collected from the targeted 4 municipalities in numerical, figurative (Data visualization), and narrative forms.
- Recommend the best possible PHCC that may benefit from IMC support, also should be able to recommend a set of interventions to improve the situation of the PHCC to be selected for IMC support.
- Should attend regular meetings requested by the medical coordinator, project manager, field site manager, or Monitoring and Evaluation team.
- To perform any additional tasks required to fulfill the overall plan or goals of the project when needed, and to assist IMC team under his supervision and provide them with the support they need to fulfill their tasks and duties.
Qualifications:
- Strong medical background, preferable a graduate of medical school or dentistry school with a minimum of a bachelor’s degree.
- Minimum of 4 years’ experience in the area of specialty, preferable with a mixed duty between clinical practice and administrative or supervisory roles in the health sector.
- Demonstrable experience in the management of teams, supervision of health workers.
- Excellent knowledge of the structure and the health care system in Libya, especially the primary health care level.
- Demonstrable experience in health data analysis and preparation of situational reports of health care facilities and health systems (examples of previous reports/work will be a bonus).
- Excellent level of computer skills, especially applications required in data analysis and reporting, like Microsoft Excel and Microsoft word. Knowledge of CommCare and Kobo toolbox is preferred.
- Strong communicator, leadership capabilities, and ability to educate and train others are all essentials to the position.
Language Skills:
- Arabic as a native language, ability to speak fluently using local dialect, and to speak and write formal Arabic professionally.
- At least an upper-intermediate level of English language demonstrable in speaking and writing.
- Proof of English language proficiency level is preferable, or an example of reports or essays written by the candidate is a bonus.
