Administrator - The International Committee of the Red Cross (ICRC),Libya


The ICRC Delegation in Libya, has a vacancy for:

 

(Administrator -Misrata), 100%, Misrata Sub Delegation

The position is based in Misrata

 

The Administrator is responsible for the office management including direct supervision of Finance, Welcome and Premises units. The Administrator ensures that administrative and logistics procedures and policies are implemented and respected according to the institutional framework. The Administrator also maintains a close coordination with Administration Coordinator providing updates of relevant information.

Minimum required knowledge & experience

  • University degree, preferably in Business Administration, Accountancy or equivalent;
  • 4 – 6 years Administration/Finance experience in a similar function;
  • Excellent interpersonal, management and coordination skills are a must;
  • Proven capacity to work independently with initiative and common sense;
  • Rigorous and trustful person, with exemplary conduct;
  • Excellent in management and negotiation skills;
  • Very good computer skills;
  • Fluent in written and spoken English;

Main responsibilities:

 Financial Control and Management.

  • Responsible for all financial aspect and accounting rules and procedures are respected (Cash and bank movement) by checking and signing the accounting documents (invoices, approval stickers, SR, OD, contracts, vouchers and Manila comments.
  • Responsible updates the bank power of attorney on all bank accounts;
  • Responsible monthly accounting closing and make sure that the monthly closing dates are respected;
  • Assures that internal control procedures are respected in the sub-delegation;
  • Supports the heads of departments and management in analyzing financial reports;
  • Contributes to annual budget preparation
  • Replies accounting comments and advance query on time
  • Responsible for quarterly financial balance within given delay
  • Liaises with TRI Finance and LSU Fin team the funds request to ensure that the SD has cash enough to run its operations
  • Ensures that the accountant prepares the dispatch of the accounting to LSU in due time.
  • Supports the Admin team on any financial matter

Premises Management

 

  • Responsible for all premise files (offices and residences);
  • Negotiates the rental contracts and participate in other contract negotiation as required by Rules on Financial Management (RFM);
  • Ensures adequate premises setup and condition, including office equipment and furniture in accordance to the ICRC standard housing equipment and housing policy

Welcome Services

 

  • Responsible on Welcome services
  • Responsible on smooth flow for the reception of new arrivals of ICRC mobile and resident staff.
  • Oversees event planning and related hotel reservations;
  • Maintains regular contacts with hotel management/ representatives and negotiate rates.

Administration Management

 

  • Represents ICRC to external interlocutors when dealing with administrative matters.
  • Briefs new resident and mobile staff on administrative procedures and ensure that they sign the relevant documents such as the Rules on Financial Management (RFM), housing policy, communication policy, etc.

The position within the institution requires to convey/carry a certain image of the ICRC, ICRC expects its employees to behave in an appropriate manner at all times and in all places. All members of staff should ensure their attitudes correspond to ICRC principles both during and after working hours.
