Background on ACTED

Since 1993, as an international non-governmental organization, ACTED has been committed to immediate humanitarian relief to support those in urgent need and protect people’s dignity, while co-creating longer term opportunities for sustainable growth and fulfilling people’s potential. Country profile

ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

DUTIES AND RESPONSIBILITIES

1. Management of the education activities.
1.1. Support the development, preparation and delivery of the capacity-building program for teacher development and classroom management skills, in collaboration with external trainer.
1.2. Ensure all education activities meet minimum standards and are inclusive for all children, including those who have been marginalised and those with disabilities.
1.3. Support coordination with different education actors at Derna level for implementation of capacity building training and implementation of catch up classes
1.4. Support the teachers in preparing the work plan and time schedules for implementing activities and achieving targets;
1.5. Conducting education assessment along with the rest of the team on the needs of children to launch catch up classes as part of project activity.
1.6. Support the identification and planning of technical skills and requirements to implement the project as per relevant education standards.
1.7. Flag any education-related technical/operational issues to internal ACTED Protection department and direct line manager.

2. Technical support and development of education project and activities
2.1. Develop staff trainings and provide staff with the opportunity to develop as members of the ACTED education/protection team, with support from Education Specialist and Protection Coordinator
2.2. Ensure that relevant guidance is provided to education staff, receiving technical support from project manager and coordinator.
2.3. Input to and develop future education proposals and reports.
2.4. Contribute to the continual development of ACTED Libya’s approach to education
2.5. Provide practical field knowledge and technical support to the education and protection staff, Project Manager, and Technical Coordinator.

3. Education Team Management
3.1 Ensure that staff under the direct responsibility understand and are able to perform their everyday roles and responsibilities
3.2 Responsible for the staffing and professional development of education staff, including assessing their capacity and supporting the Programme Specialist and Technical coordinator in recruitment.
3.3 Ensure a positive working environment and good team dynamics;
3.4 Manage interpersonal conflicts among team members,
3.5 Undertake regular appraisals of relevant staff;
3.6 Identify the training needs of team members and discuss plans with the Program Manager for both internal and external trainings;
3.7 Coach, train, and mentor team members with the aim of strengthening their technical capacity, exchanging knowledge within the education team.

4. Internal and external coordination with child protection and education actors
4.1. Liaise with CP and education partners, at both community level and inter-agency level.
4.2. Follow up with protection referring agencies as and when required.
4.3. Work with ACTED’s internal departments to ensure cross synergies across programming, AMEU duties, logistics department security protocols, compliance and reporting.

5. Reporting & Other
5.1. To ensure timely weekly and monthly reports per activity for project management.
5.2. Perform other tasks as requested.

Key Performance Indicators

  • Number of incoming education staff trained and supervised during the course of the project.
  • Number of activities conducted successfully under Result 1, in compliance with contractual targets.
  • Number of local authorities contacted and built relationships for the successful implementation of the project.

Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. All staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Global Policy.

QUALIFICATIONS

  • Bachelor degree required. Education or psychology background strongly preferred, and will be given due consideration. Prior teaching experience in Derna will be highly valued
  • At least 2 years of field experience in humanitarian work. Education and/or child protection experience strongly preferred.
  • Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred
  • Team management experience is desirable.
  • Ability to work with culturally diverse groups of people;
  • Ability to travel and work in difficult conditions and under pressure;
  • Highly proficient in written and spoken English and Arabic
  • Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
