Background on ACTED

Country profile

ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

Assignment

The community mobiliser / social worker will be responsible for community outreach and awareness raising activities linked to education and child protection. Acting as the point of contact for communities that are interested in the project’s activities, the community mobiliser will actively conduct outreach events and awareness-raising sessions, giving information about the activities and services organised by ACTED for children, and encouraging participation of children and their parents/caregivers from different communities in the activities. The community mobiliser / social worker will encourage parents and caregivers to register their children in the formal education system, and will sensitize the communities on key child protection and education issues. The protection/education community mobiliser will be supporting the development of appropriate messaging and implementing awareness raising activities aimed at issues of child rights, education, and child protection among vulnerable communities in Derna.

In addition, when necessary, the community mobiliser / social worker will provide support to PSS facilitators for PSS and recreational activities with children.

Protection/education community mobilisers will contribute to the larger goal of increasing awareness of child protection and education issues in the community through targeted outreach to parents and caregivers.

FUNCTIONS

1. Designing and conducting community outreach events in collaboration with child protection and education stakeholders
2.1 With support from the Education Officer, operate the everyday activities linked to raising awareness on child protection and education issues.
2.2 Conducting diverse community outreach events to present the project’s activities and encourage participation and enrollment in children’s activities, answer questions and concerns, receive feedback etc.
2.3 Build understanding and knowledge among ACTED staff, partners and local authorities on the education in emergencies project.
2.4 Participate in building the community outreach plan, identifying the different phases of community outreach, with common messages for each school.
2.5 Analyse community outreach methods and design activities such as radio information campaigns, social media campaigns, information desks in public events and fairs, along with local child protection and education CSOs
2.6 Develop effective thematic child protection and education IEC materials, along with the Sr Protection/Education Project Officer and Manager.
2.7 Ensure and work with local actors to find entry points for marginalised groups and out of school children who could benefit from the activities and services provided through the project.
2.8 Support in achieving project targets in reaching out to mandated community members and number of awareness raising sessions.
2.9 Maintain records and reporting of community outreach events and awareness raising and promotion activities (including description reports and numbers of participants recorded through attendance sheets) and submit to Project Manager as required.

2. Designing and conducting awareness raising sessions with parents and caregivers
2.1 Identify topics for awareness raising for both children and their parents/caregivers, linked to education, child rights, child development and child protection issues.
2.2 Develop effective tools (e.g. PowerPoint presentations, etc) and IEC materials (such as leaflets, brochures, briefs, posters, etc) required for awareness raising sessions and community outreach events.
2.3 Ensure the inclusive, diverse, gender, age, culture appropriate awareness raising sessions
2.4 Understand safe identification and referral mechanisms for at-risk children and facilitate referral of vulnerable cases to case management officers.
2.5 Analyse patterns and trends in emerging themes that could be utilised for conducting different kinds of awareness raising linked to child protection and education.

3. Compliance
3.1 Ensure the compliance with ACTED policies and protocols of confidentiality, non-discrimination, consent, respect and safety.
3.2 Ensure that beneficiaries are duly informed on the Complaint Mechanism and can give their feedbacks on ACTED activities.

4. Other
4.1 Provide regular and timely updates on progress and challenges to supervisors and other team members;
4.2 Provide support as necessary to PSS facilitators for PSS and recreational activities;
4.3 Assist project team members with other activities, as requested by immediate supervisor;
4.4 Perform any other related activities as assigned by immediate supervisor.

Within the ACTED Protection Department, all staff are expected to support the well-being and safety of children at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Global Policy.

QUALIFICATIONS

  • Bachelor degree required. Psychology, education, social work or public health background strongly preferred and will be given due consideration.
  • At least 1 year of field experience in humanitarian work, protection experience strongly preferred, especially child protection.
  • Previous experience in information dissemination, community outreach and awareness-raising would be an asset.
  • Excellent public speaking, communication and presentation skills
  • Ability to design effective IEC materials.
  • Ability to work with culturally diverse groups of people.
  • Ability to take good quality and detailed notes and write reports.
  • Ability to travel and work in difficult conditions and under pressure.
  • Motivated to learn and help team mates.
  • Highly proficient in written and spoken Arabic and basic English
  • Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
  • Ability to maintain the highest level of confidentiality and best interests of children.
