Shelter & Infrastructure Team leader - The Danish Refugee Council (DRC)


Shelter Team Leader (Shelter TL) will be working within Tripolitania area. The TL ensures that all activities implemented in both sites or collective shelters for vulnerable populations (including; migrant, refugees, Libyan Internally Displaced Persons (IDPs) and returnee communities) are aligned with DRC standard/regulations and to be delivered to a specific standard , also to suggest process improvement where applicable. An overall, shelter TL responsibilities may include but not limited to 1) Preparing/reviewing tender documents, 2) lead any emergency/regular assessments and response within the targeted areas,3) Supervise and manage team performance,4) Supporting shelter manager in project planning and budget management, 5) Participating on selections tender committees and recommend technical solutions  6) Regular monitoring visits of site activities using standardized tools, 7) Reporting to/and follow-up with shelter manager. Your main duties and responsibilities will be:

 

Responsibilities:

Programing:

  •  Support the technical assessments and digital data gathering of project locations obtained from shelter team.
  • Develop responsibility matrix for shelter activities with coordination with shelter manager.
  • Lead/supervise/manage shelter team based on the project work plan and DRC regulation through conducting performance evaluation and leave plan.
  • Conduct weekly meeting with shelter team and updating shelter manager in a regular basis.
  • With shelter team, follow up opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon – rather than replicate – the work of others.
  • Conducting management/leadership activities during  project lifecycle phases, like but not limited to; procurement phase including tender process, project documents including beneficiaries lists.
  • Analyse the appropriateness, adequacy and potential impact of Shelter& Infra sector based on known contexts and need.
  • Accountable for ensuring that agreed work plans and tasks set by Shelter manager are implemented accordingly.

Resources Management:

  • Always work towards promotion of DRC principles and humanitarian values.
  • Prepare a list of personnel, material and financial resources with coordination with shelter manager according to the set project schedule.
  • Ensure compliance with national/international norms and quality standards relating to your activities.
  • With shelter manager, contribute to developing budgets program and monitor expenses and budget forecasts.
  • Set objectives with your team for performance purpose, and ensure that your team is abiding by DRC Code of Conduct and the humanitarian principles
  • Ensure that your team is aware of different cross cutting component ( Gender, accountability, protection)
  • Support shelter manager in conflict situation between project team and to having a problem-solving skills.
  • Put security measures in place during the implementation of activities and ensure your team is compliance.

Reporting, Coordination and representation:

  • Support shelter manager on internal/external reporting requirements.
  • Close coordination with other program sectors such as  Water, Sanitation and Hygiene (WASH), Site Management Team(SMS), Livelihood, and Protection as well as support services departments including Supply chain (SC), finance, and HR, while externally with local communities/authorities key stakeholders.
  • Coordinate closely with SC department to ensure procurement process is on track.
  • Plan and supervise the implementation of construction/rehabilitation/installing in accordance with considering project constraints (Scope, Time, Quality, Schedule, Budget, Risk).
  • Flag up any security issues, or any event that may have potential consequences on DRC activities and team security.
  • Facilitate communication between DRC and communities, authorities, beneficiaries and other parties in the area
  • When required, provide oral and written translation for the coordination team during meetings or site visits.
  • Ensuring all project documents electronically uploaded in SharePoint.
  • Prepare handover and transition reports before the end of employment contract by following DRC procedure to do so.

Capacity Building:

  • Identify and pass on team training needs, activities, etc.
  • Prepare training modules and schedules
  • Identify and propose capacity building initiatives for your team
  • Conduct trainings and capacity building initiatives regarding Construction/Maintenance Activities for staff, beneficiaries and different stakeholders where applicable/needed.

 

About you:

  • Minimum 4 years of experience in project implementation on the field preferably with an INGO/or NGO providing humanitarian shelter/infrastructure assistance in practical house construction (construction planning and management of ongoing projects) with proven team supervision experience.
  • Ability to coordinate and supervise staff and project activities.
  • Skills and experience in project planning, delivery, monitoring, reporting, review, and evaluation.
  • Prior experience with operations, logistics and/or small-scale infrastructure projects.
  • Professional familiarity with monitoring and evaluation.
  • Willingness to participate in regular field-related activities in urban areas (outside the office)
  • Ability to travel and work for specific period in other locations within Tripolitania area, also abroad for training/workshop
  • Self-motivated, able to take initiative, resilient and able to supervise day to day activities planning with the project team.
  • High-level of computer literacy (experience with mobile data management tools preferred), and familiar with Engineering software such as AutoCad software.
  • Experience with digital data gathering platforms and tools (such as Kobo), including design of formats and evaluation of data;
  • Willingness to work in a challenging environment with limited resources; it is highlighted that that candidates is expected to be willing to work in a Covid-19 response environment.

Moreover, we also expect the following:

  • University Degree in the field of civil engineering or a related field, certificate in project management is an asset.
  • Fluency in written and spoken English and Arabic
