Background on ACTED

Since 1993, as an international non-governmental organization, ACTED has been committed to immediate humanitarian relief to support those in urgent need and protect people’s dignity, while co-creating longer term opportunities for sustainable growth and fulfilling people’s potential. Country profile

ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

Assignment

Under the direct supervision of the Protection Project Officer in Sebha, and the Project Manager in Tunis, the Grants Officer for Civil Society Organization Sub-Grants will mainly be involved in the implementation of the grants implemented by local CSOs within the UNHCR funded project “support to Vulnerable Populations in Libya through Humanitarian Assistance”. He/She will be responsible for supervising the sub-grants process in the South of Libya, including being the primary point of contact for the implementation phase of the grants, ensuring compliance during the grant implementation and following up with and supporting the selected Civil Society Organizations on reporting and any contractual issues. He/She will also be responsible for ad-hoc capacity building needs and coordination with the Sebha and Tripoli Base Managers for local authority liaison needs.

Functions

1  Project Cycle Management

  • Support the implementation of all project activities by local CSOs, by troubleshooting with the CSO on logistics issues and referring technical queries to the Protection Project Officer.
  • Initiate project reporting requirements, by supporting the drafting of narrative and financial reports through regular follow up.
  • Ensure CSO adherence to ACTED FLAT procedures and ACTED “technical guidance about subgranting to civil society organizations”

The Grants Officer may also be requested to provide support for the implementation of grants as part of other projects implemented by ACTED in Libya.

2 Internal and external coordination

  • Support the CSO as the primary ACTED focal point on all contractual queries.
  • Refer technical queries to the Protection Project Officer
  • Liaise with the Logistics Department on procurement issues when needed
  • Liaise with the Finance Department on budgetary queries when needed
  • Coordinate with the Sebha and Tripoli office managers for necessary local authority permissions when required
  • Coordinate with, and support if needed, the AME team with planning and implementing monitoring activities

3 Capacity Building

    • Support CSO capacity building requirements or coaching on planning the various stages of activity implementation, if required

 

4 Sub-Grant Documentation

    • Manage all incoming and outgoing documentation to CSO’s
    • Maintain high standards of information management and filing
    • Translate all necessary documentation from Arabic to English, as required
    • Draft lessons learned and best practises identified from the CSO sub-granting process, especially in the CSO’s activities.

 

5 Other

    • Provide regular and timely updates on progress and challenges to supervisors and other team members;
    • Assist project team members with other activities, as requested by immediate supervisor;
    • Perform any other related activities as assigned by immediate supervisor.

 

Key Performance Indicators

 

  • Number of CSO reports submitted on a timely and monthly basis
  • Visibility of ACTED, donors and partners is ensured in all activities, in compliance with guidelines
  • FLATS procedures are respected
  • Best practices are identified and formalized throughout the CSO implementation period

 

Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Code of Conduct.

 

QUALIFICATIONS

  • Bachelor degree required
  • At least 2 year of field experience in humanitarian work, protection experience strongly preferred
  • Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred
  • Ability to work with culturally diverse groups of people;
  • Ability to travel and work in difficult conditions and under pressure;
  • Highly proficient in written and spoken English and Arabic

Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
