Position: HR & Finance Officer

Base: Benghazi

 

This position is open to Libya nationals

GLOBAL OBJECTIVE OF THE POSITION

 

At his/her assigned office, the Finance and HR Officer supports his/her line-manager in processing accounting, administrative and Human Resources tasks.

 

In particular, he/she will be in charge of the payments, bank account, and schedule of the cleaner.

 

RESPONSIBILITIES

 

Administrative management of personnel:

  • Organising the welcome and equipping of new personnel;
  • Represent and apply HI HR policies and procedures;
  • Coordinate and implement the recruitment policies for the office;
  • Obtain full required documentation for all personnel and archive it following HI procedures;
  • Assure contracting of all staff according to HI needs and in line with Libyan Labour law;
  • Responsible for all the documentation relative to the payment of salaries of staff of the office (payroll, payslip, transfer request and updated HR data);
  • Translate accounting documents if necessary.

 

Treasury / accounting / management

  • Responsible to implement HI’s financial policies and procedures in the proper management of the cash and bank accounts;
  • Verify the correct implementation of HI’s procurement procedures before processing payments;
  • In collaboration with logistics and the Base Manager, process all payments required by the base;
  • Keep all accounts in order and process monthly closures following HI’s documentation and procedures.
  • Archive financial vouchers following HI’s policy and support regular checks and audits;
  • Relate with programme staff to prepare cash forecasts.

 

 

 

HIERARCHICAL  AND FUNCTIONNAL RELATIONSHIPS

 

Line manager: Base Manager

Functional Manager: Finance & HR Coordinator

Supervision:  Cleaner

 

 

REQUIRED PROFILE

 

The successful applicant must meet the following requirements:

  • Academic certificate in Finance, Management or related domain;
  • At least 2 years in a similar position;
  • Good stress management;
  • Organized, analytical and methodical capabilities;
  • Strong sense of responsibilities;
  • Strong listening and empathy skills;
  • Ability to adapt, manage priorities and be pragmatic
  • Good communication skills
  • Honesty and rigor
  • Good English and Arabic knowledge (oral and written) is mandatory.
