Program Development Officer – Tripoli - International Republican Institute (IRI)


Organizational Profile
Established in April 1983, IRI is a nonprofit, nonpartisan organization committed to advancing freedom and democracy worldwide by helping political parties to become more issue-based and responsive, assisting citizens to participate in government planning, and working to increase the role of marginalized groups in the political process – including women and youth. IRI maintains a 501(c)(3)-tax status in the United States and receives funding through grants from the U.S. State Department, U.S. Agency for International Development, the National Endowment for Democracy, a number of European foundations and aid agencies and other Western countries, and the United Nations.  Less than one percent of IRI’s funding comes from private donations.

IRI has been active in Libya since 2012 and its program in country focuses on strengthening democratic governance and peace-building at the municipal level.

Project Background

The Libya Local Governance and Civil Society (TAQARIB) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. TAQARIB works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, TAQARIB will center its activities on four objectives:

  1. Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
  2. Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
  3. Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
  4. Inform Programming through a robust learning and analysis agenda

Position profile

General Description
The Program Development Officer is responsible for supporting implementing elements of the Taqarib portfolio in Tripoli, providing a range of programmatic and administrative support. While the PDO will support implementation of The Legal and Policy and the Civil Society programs that will support all of TAQARIB Objectives.

Reporting

The Program Development Officer reports to the Regional Program Manager and works with the rest of the Tripoli -based Program Development Team and Objective Leads in support of programming in and around Tripoli and west region.

Essential Duties

  • Organize the implementation of program activities, including but not limited to meetings, workshops, public events and seminars. Serve as a workshop trainer and/or facilitator.
  • Maintain and cultivate relationships with key Taqarib program stakeholders and political influences, including civil society organizations, municipal councils, and government officials; engage with then to develop training and capacity development plans as well as advocacy and engagement activities.
  • Contribute to the development and implementation of the program strategy and work plans.
  • Represent Taqarib at meetings, conferences and workshops, as needed
  • Monitor project performance in assigned topic and/or geographic area.
  • Providing logistical management and support to training program execution.
  • Support monitoring and evaluation programs in coordination with M&E officer.
  • Prepare, review and/or edit project progress reports (monthly, quarterly, annual, etc.) to ensure quality, and work with supervisor and field team to revise target goals if necessary.
  • Provide updates, reports and critical analysis of field reports to RPM and DCOP, as appropriate.
  • Prepare program budgets.
  • Weekly reporting to RPM, DCOP, and Objective Leads.
  • Any other duets assigned by Tripoli Regional Program Manager or objective lead

Qualifications

  • Undergraduate degree in political science, international relations, Law or related field required.
  • Not an employee in the government sector.
  • Three to five years of progressively responsible professional experience in democratic governance and politics, preferably working directly with civil society organizations/NGOs, Municipalities and government entities.
  • Knowledge of Libyan political history and structure required.
  • Existing network of relationships with CSOs, Municipalities and government stakeholders.
  • Demonstrated experience working with US Government funded projects and familiarity with USG regulations and processes.
  • Experience with program management, implementation and basic accounting required.
  • Professional fluency in English and Arabic required.
  • Strong written and oral communication and presentation skills.
  • Experience in doing different types of research and analysis.
  • Strong reporting skills
  • Ensuring neutrality
