Position: MHPSS Technical Coordinator

Base: 50% Tunis, 50% Libya

 

This position is open to Libya nationals

 

JOB CONTEXT

WORKING ENVIRONMENT

 

HI is currently implementing several programmes in Tripoli, Misrata and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons and displaced persons and families. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers;

 

Since early 2019 HI is implementing a three-year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with the Libyan Ministry of Health and a Tunisian NGO, the overall objective of the project is to allow the most vulnerable people in Libya from host communities, those internally displaced and returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.

 

From June 2020 HI will also start a one year project entitled ‘Strong And Loving Active Minds’ (SALAM) to enhance the development of a culture of peace, cooperation and responsibility – with a focus on youth (male and female) – through improved provision of MHPSS services at community level. This project will strongly rely on Libyan Civil Society Organisations.

 

Finally, HI supports the Libyan Mine Action Centre (LibMAC), UNMAS and other ministries in developing a victim assistance strategy and action plan.

 

The post holder will be expected to spend at least 50% of their time in Libya including traveling between operational bases in Tripoli, Misrata and Benghazi, along with other international staff.

 

OBJECTIVES OF THE POST

Under the responsibility of the Country Manager and in collaboration with the Operations Coordinator and HQ MHPSS Technical Referent, the MHPSS Technical Coordinator:

  • is responsible for the technical support and regular follow-up of the MHPSS activities (direct service provision as well as health system strengthening activities);
  • oversees the development and adaptation of technical material aiming to build the capacity of the PSS workers through face to face or remote trainings and coaching;
  • supports the mission to develop its strategy within Libya especially regarding the MHPSS and related protection sectors of intervention.

 

JOB DESCRIPTION

 

  • Technical support:
  • Coordinate and provide training to HI’s PSS workers and PSS Technical Supervisor through direct provision of both formal and on the job trainings.
  • Provide continuous technical support to the PSS workers
  • Designs technical tools, training, leaflets, protocols and other relevant documents and disseminate them among the mission
  • Provide technical support in project implementation (definition, planning, monitoring evaluation)
  • Support and guide in the development of assessments, evaluations and monitoring methodologies and tools
  • Support in recruitment of new PSS national staff
  • Ensure through regular exchanges with HQ MHPSS Technical Referent that field approaches and methods are in line with HI’s global technical standards
  • Support through technical inputs in project development processes

 

  • Representation and external coordination:
  • Representation of HI towards local authorities regarding technical area of responsibility
  • Participation in external coordination meetings (government meetings, clusters, working groups, partners)
  • Report any relevant information related to MHPSS matters to relevant stakeholders
  • With support of PSS Technical Supervisor, obtain and maintain knowledge of other actors and their activities relevant to the MHPSS intervention and strategy

 

  • Support to the program strategy:
  • Analyse existing MHPSS and protection related resources (facilities, HR, level of education, equipment, etc.) and needs in order to define the strategy together with the Operations Coordinator, with the inputs of the Project Managers, Project Officers, other Technical Coordinators and field teams.
  • Ensure the technical relevance and quality of HI intervention related to the field of expertise
  • Ensure delimitation of the MHPSS intervention and protection related issues
  • Ensure the implementation of the comprehensive approach and coordination with the rehabilitation staff
  • Ensure coordination and coherence of our intervention amongst local and international actors, avoiding duplication and promoting complementarities
  • Participate in MHPSS needs assessments for new projects to be developed/adaptation of the existing projects

 

  • Reporting:
  • Write technical situation and other reports providing relevant data, analysis and recommendations related to MHPSS activities (statistic, review monthly objectives, etc.) as required.
  • Support in writing donor reports (intermediate, final, ad hoc, as required)
  • Provide a handover/end of mission report and attend a debriefing at HQ at the end of the mission.

 

  • Line/team management:
  • Support the field counterparts – the PSS Technical Supervisor (ensuring objective are set, performance management, capacity building, etc.)
  • Contribute to the effective management of the MHPSS operational team members from a technical perspective, in collaboration with their technical line management.

 

PROFILE SOUGHT

 

  Essential Preferable
Qualification(s):

 

Advanced university degree (Master’s level or equivalent) in mental health, psychology or related fields from a recognized university or academic institute
Experience (type and amount of experience) :

 

 

At least 4 years of experience in the field of MHPSS

Experience of training and technical supervision in the field of MHPSS with NGOs, in protracted crisis as well as in development context

Experience and/or technical understanding of the protection sector

 

Experience in public health and health system strengthening is highly desirable

Experience of INGO representation, donor reporting and project development from technical perspective is highly desirable

Experience/knowledge of scalable MHPSS intervention tools is highly desirable

Experience in patient rehabilitation is an asset

Experience in the field of vulnerability/disability is an asset

Experience in the Maghreb or MENA region is an asset

Skills (knowledge, abilities required for the position, refer to skills repository document) :

 

Excellent written and spoken English

Strong capacity building skills

Comprehensive knowledge of the IASC Mental Health and Psychosocial Support in Emergency Settings guidelines and associated products

Excellent networking capacities for building constructive relationships government bodies and humanitarian actors

Strong computer skills (use of MS Word, Excel, Outlook and other relevant software)

Arabic language is highly desirable

French language would be a plus.

Experience in local development would be an asset

Strong analytical skills (needs to understand systems of services’ functioning, needs of partners in terms of capacity building, etc.)
