Protection Officer (Referral – Case Management) - The Danish Refugee Council (DRC)


Under the management of the Case Management Team Leader, the Referral Officer is responsible for managing DRC’s internal and external referrals and participates in developing and strengthening internal and external referral mechanisms. S/He ensures the timely formulation of internal and external referrals in line with the agreed process and practices, and the follow up for referred individuals with the relevant stakeholders. S/He establishes clear and efficient communication channels with internal and external referral focal points. S/He is expected to update the service mapping monthly as well as sharing the available services with other departments. To this end S/He is expected to follow the referral SOP’s and ensure the referral mechanism is followed through proper documentation.

 

Responsibilities:

Program

  • Manage incoming and outgoing referrals in coordination with the Team Leader, Case management officer and IPA officer.
  • Ensure that the proper referral tools are used, and SOP’s are followed.
  • Provide feedback on cases referred from both referral focal point and beneficiaries.
  • Regularly update the service mapping tool (online and internal) and share with relevant stakeholders.
  • Ensure the adequate division of referred cases between team members.
  • Ensure proper feedback is given to referring actors.
  • Work closely with Protection Specialist on DRC’s over referral system and strategy to ensure quality services are provided to beneficiaries.
  • Provide weekly and monthly reports on the referral process and beneficiaries (as well as on ad hoc occasions)
  • Regularly update the Community Mobilizers and Focal points on the mechanism of case referral to DRC if changes occur.
  • Participate in the identification and assessments of case management and IPA.
  • Perform other tasks as assigned by the Protection (CM) Team leader, the Protection Specialist, and Protection Manager

 

Monitoring and Reporting

  • Provide support to the other Protection Officers and Protection Assistants to effectively use the Referral tools and comply with the processes related to referrals, reporting and information management.
  • Contribute to / generate weekly and monthly reports.
  • Suports training for DRC protection and non protection teams on the use of the referral system, SOPs, and tools (including DRC non protection staff, community mobilizers, and any other relevant personel)

Representation and coordination.

  • Represent DRC towards a affected communities, stakeholders and focal persons including including individual beneficiaries and community groups, humanitarian agencies, services providers, local authorities, etc. To this end, ensure professional standards and transparent communication so as to build trust and collaboration with concerned stakeholders.
  • Ensure that interactions by staff with individual beneficiaries and commumnity groups take place in environments and in ways that respect and promote safety, agency and dignity in accordance with professional standards for protection and humanitarian work.

Operations support

  • Support the coordination of programme activities as they relate to logistics, administration, finances or security as relevant, in coordination with the relevant departments.  Ensure the compliance of staff with the relevant internal policies and directives.

 

 

About you

  • 3 years of professional experience in the field of humanitarian interventions, human rights or community development, preferably with an international humanitarian organization
  • 3 years of experience working directly with the vulnerable migrant and refugee populations
  • Solid knowledge of the migration context in Libya and of the protection issues affecting migrants and refugees
  • Strong skills in communication, and in developing and implementing participatory, community-based approaches.
  • Proven capacity to document, summarize and analyze information in a clear and systematic manner.
  • Solid experience in responding to needs of particularly vulnerable individuals and groups using analyses of age, gender, and diversity and other criteria.
  • Demonstrated capacity to effectively represent a humanitarian organization with external partners and stakeholders

We are also expecting:

  • University Degree in the field of social sciences, humanitarian affairs, international law, development or any other related field
  • Fluency in written and spoken Arabic and English
  • Basic knowledge of French an asset

Contract length: Contract until 31st Dec 2020

Designation of Duty Station: Tripoli, Libya.
