Project description The Libyan-Germany program “Decentralization as a Contribution to the Stabilization in Libya” implemented by the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German government and in partnership with the Ministry of Local Governance (MOLG), the Higher Committee for Transferring Competences to Municipalities, and the General Secretariat of the Supreme Council of Local Administration.

 

The program aims to “strengthen the capacities of the central Libyan state to plan and manage the decentralization process and to transfer competencies to the municipalities” and will be implemented over a three-year period.

 

Tasks of the Advisor

 

With guidance from the Head of Program, the Decentralization Advisor is expected to perform the following tasks:

 

·         Provide sound technical advice and input in preparing comprehensive assessments, studies, and contextual facts of the intergovernmental, fiscal, administrative, and planning arrangements including capacities, resources, roles, authorities, and responsibilities for local service delivery.

·         Provide sound technical advice and input in assisting of the design of a responsive and realistic Decentralization policy, strategy and action plans to achieve improved democratic local governance in Libya.

·         Provide sound technical advice and input in implementing selected priority reforms based on the Strategy and Action Plans.

·         Advise and coordinate with the program key partners including the Ministry of Local Governance, the Higher Committee for Transferring Competencies to Municipalities, the General Secretariat of the Supreme Council of Local Administration, as well as with the team members in the design and implementation of the priority reform measures.

·         Provide capacity development measures to key partners, their working structures, and teams.

·         Identify the need for external consultancy support, prepare necessary TORs, specifications, budget estimations, and/or support concepts, and manage such consultancy services accordingly.

·         Prepare regular and sound technical and financial reports on the progress and achievements.

·         Ensure proper coordination, communication, consultation, and cooperation with key partners as well as with program team in Tunis.

·         Build trust, confidence and contribute in resolving potential disputes.

·         Document and promote successes and lessons learned locally and among the team.

·         Perform other tasks as necessary and as requested by the Head of the Program.

 

Professional experience

 

The necessary qualifications for the position of the Decentralization Advisor within the programme are:

 

·         Master’s degree or equivalent in Public Administration, International Development, Political or Social Sciences, Urban Planning, or similar.

·         At least 7 years of professional experience in local governance, decentralization, democratization, municipal development, and modernization of municipal services.

·         Excellent knowledge of and profound experience in the Libyan local governance context, government and municipal structures, and relations.

·         Experience in capacity development strategies and methodologies for public sector reforms and development. Knowledge of GIZ Capacity WORKS model is an asset.

Other knowledge, additional competences

 

·         Ability to conceptualize; skills in situation and context analysis; ability to identify relevant key players and establish networks between them

·         Team player with high communication skills

·         Seniority and neutrality recognized by partners and other stakeholders

·         Proven ability to build solid and trustworthy relationships with partners at all levels

·         Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office)

·         Managerial and organizational competences

·         Taking initiative

·         Excellent verbal and written English and Arabic language abilities. German and French are an asset.

 

  The Decentralization Advisor will

·         be based in the national partners premises and when necessary at the GIZ office in Tripoli

·         have to travel to selected municipalities for partner contact and monitoring of activities

·         have to travel abroad on missions and for training

·         have to engage with stakeholders on international, national and municipal level.

 

The partner municipalities involved in the project interventions vary from activity to activity.
