Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Sr Programme Development & Donor Relations Officer and the direct supervision of the Research Officer and in close coordination with other relevant staff within the Project Development Support Unit and other units of IOM Libya, the incumbent will provide support to the Research Officer in implementing research activities. She or he will assist with the coordination, implementation, and monitoring of IOM Libya research activities. The incumbent will be based in Tripoli with possible duty travels to other areas of responsibility throughout the country.

Core Functions / Responsibilities:

 

• Program Management Activities

• Review literature and legislation relevant to the program and compile and present information.

• Identify possible areas for partnership with local organizations, universities, research institutions, etc.; participate in coordination of meetings, staff meetings, workshops, and meetings with stakeholders as may maybe assigned.
• Assist in drafting research reports, briefing notes, policy papers, and other materials as required; Help to coordinate research dissemination and follow-up activities.

• Provide status report to the program manager as to the progress of the assigned projects identifying shortfalls in delivery and making recommendations for issues / challenges encountered.

• Field Research Management Activities

• Participate in interviews with a variety of actors (government, traditional leaders, CSOs, youth groups, women’s leaders, etc).

• Assist in the identification of local research partner teams.

• Assist in training and on-site monitoring of researchers.

• Provide administrative support to the implementation of research projects. Serve as administrative assistant to the research team; be the bridge between the operational team and the finance/HR/procurement units.

• Prepare procurement request forms, payment requests, invitation letters, travel requests of the colleagues within the research team and follow-up accordingly with relevant support units.

• Organize events, meetings and trainings with beneficiaries, civil society organizations, NGOs, embassies and all other relevant stakeholders.

• Draft narrative and financial reports for donors; monitor expenditures; organize and maintain project records and files.

• Provide assistance for the production of information and visibility material, including drafting of contents for brochures, web sites, newsletters, leaflets.

• Assist with informal translations from English to Arabic and Arabic to English of correspondence and other public information material.

• Undertake in-country duty travel related to program/ project implementation.

• Perform other duties as may be assigned.

Required Qualifications and Experience

Education

• Bachelor’s degree from an accredited academic institution in Law, Social Sciences, languages/translation, International Relations, Communications, Development Studies, Business Administration or a related field from an accredited academic institution with 3 years of relevant work experience or;

• High School degree with 5 years of relevant work experience.

Experience

• At least 1year experience working in the field of international development, law, or research is required.
• Proven record of successful interaction with individuals from a diverse array of backgrounds, including government officials, police, traditional leaders, women, the elderly, youth, CSOs, etc.
• Ability to conduct evidence-based policy analysis and play an active role in the development of program policy and direction.
• Demonstrable experience conducting and analyzing field research and in a local research team.
• Professional experience in the field of migration and assistance to vulnerable populations with a Government or UN agency, or a regional or international organization desirable.
• Experience of preparation of budgets, financial reports and project reports for donors.
• Good level of computer literacy, and significant reporting and database experience required, preferably with Microsoft Access Office, with proven experience in Microsoft Access, Excel, Word processing and Power point.

Skills

• In-depth understanding of the social, institutional, and political environment in Libya, including an understanding of local power structures.
• Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines.
• Demonstrated problem solving attitude and skills.
• Excellent English drafting skills, experience in writing reports, briefings, and articles compulsory.
• Punctuality, intellectual curiosity, willingness to take initiative, multi-tasking, and willingness to work under pressure to meet deadlines.

Languages

• Thorough knowledge of English.
• Working knowledge of French and Spanish is an advantage

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
