Background on ACTED

Since 1993, as an international non-governmental organization, ACTED has been committed to immediate humanitarian relief to support those in urgent need and protect people’s dignity, while co-creating longer term opportunities for sustainable growth and fulfilling people’s potential. ACTED endeavors to respond to humanitarian crises and build resilience; promote inclusive and sustainable growth; co-construct effective governance and support the building of civil society worldwide by investing in people and their potential. We go the last mile: ACTED’s mission is to save lives and support people in meeting their needs in hard to reach areas. With a team of 4,300 national staff 300 international staff, ACTED is active in 35 countries and implements more than 490 projects a year reaching over 11 million beneficiaries.

Country profile

ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

ACTED, under the CIL umbrella, is currently starting up a project focusing on civil society organizations across Libya with activities that include training, networking and grant awarding activities. The program will be running until December 2022.

Responsibilities

The Project Officer’s responsibilities include:

a) Networking

  • Acting as ACTEDs focal person for CSOs/CBOs in the area of intervention
  • Understanding situation of CSOs/CBOs in depth
  • Maintaining a strong relationship with government counterparts

b) Grant Monitoring:

  • Overseeing application process to successful award,
  • Providing the applicants with all the necessary information,
  • Researching on potential funding opportunities for CSOs and CBOs
  • Maintaining up-to-date and accurate database of proposal and reporting due dates,
  • Assisting in compiling logistics and program supporting documents as assigned,
  • Remaining informed of upcoming deadlines and ensuring on-time and follow up of all granted projects,
  • Liaising on a regular basis with all the grantees and serving as liaison between youth civil society organizations receiving grants and CIL
  • Assisting in preparation of reports to ensure donors’ reports are complete, timely, and accurate.
  • Working closely with program, finance, logistics and communication departments
  • Monitoring of CSO projects in terms of quality

c) Consultation and Networking Events

  • Preparing and leading events in the Resource Center in terms of content and administration
  • Networking focal point for CSOs

d) A training/capacity building component

  • Assisting the TC Manager in programming and organising training activities
  • Interacting with local CSOs, in and outside the training center in order to identify needs and new ideas for trainings and capacity building activities;
  • Networking at local level in order to identify relevant partners and potential local trainers that can be included in CIL training programmes;
  • Supporting potential local partners in drafting programmes and budgets that may be covered by CIL;
  • Advertising the trainings and events in cooperation with the Communication Department and ensuring the selection of the participants (if relevant)
  • Facilitating the organization of the training and events and to assist the trainers (when requested)
  • Ensuring that each training delivered by CIL or in cooperation with other partners is evaluated by the participants (by using CIL training evaluation template).
  • Drafting systematically “News in brief” (5 lignes + photo) about the trainings and events and submit these news in brief to the Communication Department
  • Contributing to the weekly and monthly report that are to be finalized by the TC manager and send to the Project Development officer.

e) Resource Center Management.

Qualifications

  • Understanding of Civil Society landscape in Libya
  • Previous involvement in civil society in Libya
  • Bachelor’s degree in relevant field
  • Previous experience in capacity building of CSOs/CBOs desirable
  • Previous project management experience desirable
  • Knowledge of grants processes desired
  • Ability to exercise initiative, problem-solving and to maintain strictest confidentiality.
  • Ability to establish and maintain positive and cooperative relationships with colleagues, CSOs, grantees and institutional partners
  • Excellent computer skills, particularly Microsoft Office, required.
  • Arabic and English mandatory.
  • Ability and willingness to travel around East Libya and to Sebha as required

Further the candidate should be open minded and willing to network with many different stakeholders.
