National Project Officer - International Organization for Migration (IOM)

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of DCOM and the direct supervision of the DTM Programme Coordinator, the successful candidate will be responsible for supporting all operational aspects of DTM operations in Libya in close coordination with other IOM programmes.

Core Functions / Responsibilities:

1. In coordination with the DTM Coordinator, provide oversight for timely implementation of programme deliverables and team management for Tripoli-based staff of the Displacement Tracking Matrix (DTM) programme in Libya.

2. Guide operations staff on standard data collection methodologies, tools and processes for the implementation of mobility tracking, flow monitoring, surveys, assessments and related activities.

3. Oversee emergency tracking operations and guide the implementation of other DTM components based on context and displacement analysis and in line with humanitarian and transition stakeholder priorities.

4. Recommend areas for improvements and propose solutions to improve data collection, effectiveness and efficiency of the methodology and the processes to maximize performance and contextualization of DTM field activities.

5. Support programme planning and ensure linkages to service delivery of other IOM Programmes.

6. Collaborate closely with other programme units in IOM, humanitarian partners, OCHA and other stakeholders to optimize the utility and impact of DTM. Consult with field partners on priorities to have better adjusted DTM programming meeting partners’ information needs.

7. With support and guidance from the DTM Coordinator, represent DTM in meetings and engagement with partners, donors and local authorities on matters related to displacement data collection and management.

8. Contribute to continuous learning in the team, through capacity building for enumerators and implementing partners, and capture lessons learned to improve operational processes. Identify ways to improve data quality, including ensuring adherence to best practices for data validation and cleaning.

9. Support implementation of DTM information management capacity building activities for partners and local stakeholders as required.

10. Perform such other duties as may be assigned.

 

Required Qualifications and Experience

Education

• Master’s degree in International Relations, Political Science, Business or Public Administration, Journalism, Statistics, Engineering or a related field from an accredited academic institution or;

• Bachelor’s degree in the above fields with 2 years of relevant professional experience.

Experience

• Previous experience in the implementation of Displacement Tracking Matrix (DTM) programmes or similar information management activities is required.
• Previous experience with mobility tacking and flow monitoring processes is a strong advantage.
• Professional experience in coordinating multi-cultural teams and field-based staff.
• Previous experience working in hardship duty stations.
• Computer knowledge including Microsoft Office and ability to use internet and email.
• Knowledge of KoBo Collect applications.
• Familiarity with mobile data collection technologies and GPS.
• Familiarity with different areas of Libya.

Skills

• Excellent communication skills, efficiency and flexibility.
• Ability to work under pressure.
• Attention to details and quality and capacity to meet deadlines.

Languages

• Thorough knowledge of English.
• Working knowledge of French and Spanish is an advantage

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
