Project description The German Government owned Organization for International Cooperation (GIZ) started the implementation of the project “Support to Municipal Development” which has been commissioned by the German Ministry of Economic Development and Cooperation (BMZ) and the EUTF. This project supports the Ministry of local Government (MoLG) of the State of Libya and selected municipalities. It aims to improve service delivery of basic services in municipalities and to strengthen the role of municipalities for enhancing local economic development for job creation and income generation. Therefore, it supports the elaboration and implementation of municipal development plans, enhances the role of Libyan municipal councils in service delivery and economic development by involving civil society and private sector actors. It aims to enhance the functioning of decentralized governance systems through capacity development of all relevant actors in the institutions at central, regional and local level and provides training to decision makers and administrators to better understand their roles and responsibilities and to manage additional or new functions, effectively.

For fostering economic development in the municipalities, the project will design and implement capacity development measures aiming at strengthening Micro, Small and Medium Size Enterprises (MSMEs) and private sector actors on business planning, their production systems and management. Furthermore, the project will support initiatives for identifying local entrepreneurs, MSMEs and start-ups that could best contribute to the creation of jobs for the target population and that lead to the improvement of livelihoods in the selected municipalities that have been identified in the analysis for the LED strategies. In addition, the project will promote the transfer and adaptation of best practices and technologies for economic recovery and job creation.

 

Tasks of the Solid Waste Management Exert

 

With guidance from the international expert team, the Expert is expected to assist and perform the following tasks:

 

·         Provide technical advice and support to municipal councils and staff in the process of identification of priority needs, preparation of technical designs, and tender documents in the field of Solid Waste Management.

·         Provide technical advice and manage the process of delivering related capacity development measures aimed at providing partner municipalities and MOLG with the proper capabilities required to perform core service provision functions in relation to solid waste management

·         Follow-up on the implementation of projects supported under this funding scheme of Project in the field of Solid Waste. Ensure proper quality implementation according to design standards and documents.

·         Identify the need for external consultancy support, prepare necessary TORs, specifications, budget estimations, and/or support concepts, and manage such consultancy services accordingly.

·         Prepare regular and sound technical and financial reports on the implementation progress and achievements.

·         Ensure proper coordination, communication, consultation, and cooperation with key partners and counterparts. Build trust and, if necessary, contribute in resolving potential disputes.

·         Document and promote successes and lessons learned locally and among the team.

·         As needed, represent the project in related forums in a professional manner.

·         Perform other tasks as necessary and as requested by the Head of the Project.

Professional experience

 

The Solid Waste Management Expert shall have the following key qualifications:

 

·         Minimum Bachelor’s Degree in environmental studies, civil engineering, or similar professional fields.

·         At least 4 years of professional experience in working with/for the Libyan local governance system in environmental and solid waste related projects.

·         Experience in capacity development strategies and methodologies for municipal and public sector. Knowledge of GIZ Capacity Works model is an asset.

·         Experience in management and coordination of support projects to municipalities is an added value.

·         Very good knowledge of the Libyan local governance and municipal context.

·         Very good knowledge of the Libyan local governance and municipal context.

·

Other knowledge, additional competences

 

·         Team-orientated, as well ability to work independently.

·         Proven ability to build solid and trustworthy relationships with partners at all levels.

·         Ability to function well in a multi-cultural environment

·         Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office)

·         Excellent verbal and written English and Arabic language abilities. German and French are an asset.

 

  The Solid Waste Management Expert will

·         be based in the GIZ office in Tripoli, and in the Libya Program office in Tunisia on demand.

·         have to travel when required to the partner municipalities situated in the South and West of Libya.

·         have to travel abroad on missions and for trainings
