Project Technical Advisor - Crown Agents


Profile:                                                             CSSF Libya Supporting Sub National    Governance and Decentralisation

Reporting:                                                       Team Leader

Languages Required:                                       Fluent Arabic and English

Starting Date:                                                  ASAP

Expected Duration of Assignment:                30th November 2020, with possibility of  extension

Location:                                                                Tripoli, Libya, with frequent travel inside Libya and to Tunis, Tunisia

 

The Position:

The main purpose of the assignment is to help facilitate the introduction of an Integrated Planning and Budgeting process to pilot municipalities in Libya. The postholder will be the key Libyan counterpart of the international Governance Adviser and will work closely with him to deliver effective technical advice to senior Libyan officials involved in decentralisation at national and local level.

Tasks will be agreed with either the Team Leader or the Governance Adviser. They will include:

  • Advise Governance Advisor and Project team on events and news concerning local governance issues in Libya
  • Be prepared to brief and explain the process to other government representatives e.g. HCTC, MoLG, MoP, MoF in conjunction with the Governance Adviser.
  • Network and build relationships with Libyan government actors.
  • ‘Market’ the project and the process with representatives of the pilot municipalities and the sector ministry offices based there
  • Assisting with the ‘Libyan-isation’ of manuals and support materials
  • Developing with the Governance Adviser the training to be provided to the planners who will deliver most of the Integrated Planning and Budgeting process in the pilot municipalities
  • Providing facilitation support to such training
  • Be a member of the core team which undertakes the capacity development assessment in the first municipality. (Possibly repeat this role in subsequent municipalities).
  • Support the planner team in their work in the municipalities. This may be both remote and on-the ground support, working closely with the Governance Adviser on this
  • Be prepared to brief and explain the process to other government representatives e.g. HCTC, MoLG, MoP, MoF in conjunction with the Governance Adviser.
  • Liaise as necessary with other projects working in Libya on decentralisation

Reporting:

The Technical adviser will report to the Team Leader but will work closely and under the guidance of the Governance Adviser. The Technical Advisor is expected to work closely with the Libyan Operations Manager for security purposes. They will agree appropriate responsibilities to manage the planning team when deployed in municipalities.

Required Skills and Experience:

  • Masters level degree qualification
  • Has delivered support to Libyan Municipalities and has a range of contacts which will support the early establishment of the new project
  • Has a good understanding of the challenges facing the Libya public sector and with good awareness of the current operating environment – security and governance related
  • Experience of working with Libyan authorities at national level. Able to establish good working relationships at all levels of the public sector
  • Will be able to bring high level financial management knowledge to apply with the Integrated Planning and Budgeting process.
  • Can quickly develop and apply understanding of the Integrated Planning and Budgeting process
  • A track record of delivering organisational assessments in Libya
  • Training skills – particularly related to HRM and finance
  • Good report writing skills
  • Excellent verbal and written translation skills – Arabic/English
  • Good presentation skills

 

The post holder should be free to travel to other parts of Libya on behalf of the project if the security situation permits i.e. ethnic, political or tribal background is not a barrier to travel to any of the three regions of Libya. Examples would be visiting municipalities where we would undertake further research or visiting a body such as the NIA office in Benghazi
