Health Liaison Officer – Tripoli - International Rescue Committee



Background/IRC Summary:

The IRC is working in Libya since August 2016, targeting the most vulnerable non-displaced, IDPs, refugees and migrants in hard-to-reach areas. According to assessments, healthcare is considered the priority need in Libya, most urgently in terms of quality health staff, medicines and supplies. There are significant gaps in the response, according to Libya’s Ministry of Health (MoH), the Libyan Red Crescent, UN agencies, and international NGOs. IRC’s team in Libya has the specific goal of reaching those in the hardest hit areas to beneficiaries of all ages and gender, both Libyans and third-country nationals. The health activities will be focused on supporting essential primary health care. The reproductive health activities will specifically target women and girls.
 
Major Responsibilities:
Under the supervision of Health Manager, the health liaison officer is responsible for:
·         Regular check for the health team needs and raise those needs to the supervisor.
·         Cross-check program charging codes in line with grant budgets
·         Act as the health focal point for the online BvA system, including monitoring availability of budget lines and escalating to finance and supply chain when lines appear as unavailable
·         Maintain an accurate and up to date tracking sheet of all purchase requests, program assets and programme expenditures including monitoring when purchase requests are actioned, closed, or delayed; submit tracking sheet to management on a weekly basis
·         Using the expenditure tracking sheet, check spending against health budget lines from spending plans as shared on a monthly basis by programme managers; flag inconsistencies, under or overspending to Programme managers.
·         Attend Grant Review and Opening Meetings with health Managers, to keep on track with donor compliance for PRs/expenditures raised and report on spending.
·         Work with Program Officers to ensure materials are dispatched to program locations in a timely manner and there are staff positioned to receive and/or oversee delivery of supplies
·         Check quality of products in MPAs against delivered items, raise any concerns or recommend changes
·         Be responsible for the smooth running of the administrative procedures between health and community health teams, from receptionist to administrative assistants.
·         Ensure the delivery of collective health staff time sheets from Admin assistants and submit to finance to ensure timely payment of staff salaries; including following incentive worker payments
·         Act as focal point for online referral tracking system between different departments.
·         Responsible for office filing system and documentation.
·         Support with the preparation and organization of trainings, workshops, and other events.
·         Act as focal point for weekly report for  the movement plan and  prepare movement  Requests
·         Assist other program staff whenever needed.
 
Staff management
The Health Liaison Office will not be line managing any internal staff. S/he might supervise and train volunteers to provide healthcare in supported PHC facilities, if needed.

Working Environment:  This position will be based out of the IRC field office in Tripoli, Libya.
Qualifications
Job Requirements:
·         A degree in English, business, administration, or another relevant subject is preferred.
·         Medical background is highly preferred.
·         At least two years of related experience; including office management, administration, or translation services.
·         Relevant experience working at NGOs with similar role is an advantage.
·         Experienced skills in Microsoft Office particularly Word, Excel, and PowerPoint.
·         Excellent interpersonal, oral and written communication skills in both Arabic & English.
·         Brilliant organization and planning skills and ability to multi-task.
·         Self-directed, able to independently set priorities and solve problems with minimal guidance
·         Flexible and able to work in a dynamic and diverse environment
·         Good communication and coordination skills
·         Effective team player with public interest driven orientation
·         Flexible and able to work in a dynamic and diverse environment
·         Experience in report writing an asset.
