Reproductive Health Coordinator (Gynecologist) -Tripoli - International Medical Corps



Position Title: Reproductive Health Coordinator (Gynecologist).
Position Reports to: National Medical Coordinator.
Field Site: Tripoli, (30% travel to Sabha).
Date Needed: ASAP.
 
Essential Responsibilities:
Tasks include, but are not limited to, the following:
Team Management:


Ensures that medical and nursing staff are all trained about Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, giving them information regarding their health status and responding to their questions.

Ensure patients’ right to privacy and confidentiality is respected.
Ensure that a Professional Practice Environment is created and maintained whereby collaborative relationships between nurses, midwife and doctors are prevailing.
Promotes communication, active participation of all clinicians in the project, and IMC values and philosophy.
Ensures that all medical staff promotes and maintains confidentiality regarding all patient cases and records.
Work and plan with other MHSS and GBV coordinator on project activities needed to be implemented on the ground.
Inform his/her supervisor of any needs in the facility for prompt action.
Follow security protocols including: provide travel updates on a daily basis to security focal point and supervisor.
Attend and participate regular country and program meetings as scheduled.
Any other responsibilities assigned by his/her supervisor for the fulfillment of program objectives.

Medical Activities:

Assess the quality of care: assess and complete the assessment tool for SRH, facility assessment of care provided and level of skills of the staff in the selected PHCs.
Develop, validate and apply Clinical guidelines and SOPS related to reproductive health care to be implemented in the project: (ANC, PNC, FP, CMR, STIs/HIV, Fistula management and prevention, referrals).

Validate clinical protocols with the MOH/UNFPA and ensure they are in place: (with support of medical coordinator).

Provide on job training to doctors, midwifes, nurses in medical consultations and appropriate treatment to beneficiaries of in the targeted PHCC when needed.
Identify training needs for the provision of support to PHCSs activities in line with IMC, UNFPA and SRH Policy and MOH medical principles.
Ensure on job training to doctors, midwifes in examining and monitoring pregnant women, undertaking antenatal care.
Planning and creation of capacity building plan for the staff of selected PHCCs in main topics related to ANC, PNC, FP and reproductive health in general, CMR.
Development of training materials to be used to train the staff of the selected PHCCs, this include power point presentations, SOPs and short hand notes.
Provide capacity building through short intense courses provided to staff of the PHCC, and follow up with the staff on application of the learned medical knowledge and guidelines through regular on job supervision, follow up, and regular weekly skype meetings.
If needed provide care for and treat women during prenatal, natal, and postnatal periods and childbirth.
Support MOH and MMU to diagnose and properly treat gynecological disorders.
To support, train and supervise MOH medical staff on implementation of quality Maternal and neonatal services in PHCs.
Provide medical assistance related to family planning, STIs management and post exposure prophylaxis in general including CMR according to recognizable guidelines whenever needed.
Provide regular on-Job training to general practitioners at the PHCC, through providing clinical instructions, structure set of lectures and by observing them during providing service, to make them able to provide basics of ANC (ante natal care) to all pregnant ladies, and to make them able to conduct basics of safe delivery in uncomplicated normal vaginal delivery, also training the GPs on basics of obstetrics ultrasound.
To conduct some managerial tasks, by supervising other team members, be proactive and try to solve problems and provide solutions to administration of the facility and to medical coordinator.
Work and plan with other program staff on program activities needed to be implemented on the ground.
Ensure clear referrals pathway from PHC to Secondary health care and write clear Referrals SOPs.

Health Promotion/Community engagement and CHW:

Establish a good relationship with communities in the project area.
In collaboration with Community Health Worker (CHW) supervisor ensure proper strategy and design of Community outreach activities that fit the project needs.
Collaborate in the design of the CHW activities according to the projects chronogram.
Participate in the training of couple CHW to address both male and females in topics related to SRH.
Ensure contents of the regular health education sessions for beneficiaries done by CHW are according to IMC/UNFPA standards.

Pharmacy:

Review drugs, materials, equipment for the project in collaboration with Med-Co.
In collaboration with Medco forecast of medication, medical supplies and medical equipment needs for the project.
Support the teams in the submission of drug consumption report to supervisor.
Ensure supply and proper storage of medical commodities are facilitated at local and remote locations.
Collaborate with pharmacy manger on follow up daily and monthly consumption with the teams.
Preparation and submitting of good issue order (GIO) when needed.
Follow up with pharmacy manager stock related to the project and ensure that we don’t have 0 stocks or expired drugs.
Liaise with UNFPA medical supplies focal point to ensure order of UNFPA KITs that are used in the project.

Reporting:

To supervise the data collection of the Reproductive health activities in collaboration with the medical team and M&E department.
Ensure clinician are obtaining appropriate information and maintain sufficient patient records as needed, report patient data using electronic data interface assigned by monitoring evaluation department, for instance: commcare.
Provide a regular written and verbal updates regarding activities conducted including monthly reports and daily data collection report on morbidity and services rendered.
At the end of each month, process data and make comments for the weekly, monthly report and to prepare relevant material for the midyear review and Annual project.

IMC Representation:

Participate in technical meetings related to RH.
Or upon request from National or Country medical coordinator.

Qualifications:

Registered medical doctor, with proved track record of recognizable experience.
At least 5 years’ clinical experience, preferably 1 year as GP and 4 years at Gynecology and Obstetrics.
Specialist qualification through Arab board, Libyan board, MRCOG or other recognizable board of obstetrics and gynecology is highly preferable but not mandatory if candidate can show competence through other set of diplomas or accumulative experience.
Able to provide lectures, tutoring and on-job training to GPs and other health professionals about ANC, safe delivery and family planning basics.
Able to provide treatment / use ultrasound and assistance to all individuals needing his/her care.
Able to work independently with minimal supervision.
Willing to work in resource limited settings, especially peripheral areas in Libya and able to travel.
Able to provide feedback/reports regarding work -related activities.
Proactivity and problem solving skills.
Willing to do manual work when necessary.
Flexibility to do other related tasks.

Language Skills:Speaks English and Arabic fluently.
