Information Technology (IT) Officer – Tripoli - Libya Transition Initiative (LTI) 3










Background
The Libya Transition Initiative (LTI) 3 aims to strengthen conditions that enable political compromise. The program objectives are to 1) maintain stability in strategic areas; 2) preserve civilian institutions that provide alternatives to military actors; 3) strengthen momentum for moderate-led compromise; and 4) support positive efforts by other local and international stakeholders. LTI aims to achieve these mutually reinforcing objectives through multiple clusters of activities that address complex, unpredictable events with flexibility and speed.
 
Purpose
The IT Officer provides support to the IT Security Manager in all operations and IT related matters on the LTI 3 project. S/he ensures that information technology and communications system are maintained and confidential information of all LTI 3 stakeholders is secure to the greatest extent possible. S/he conducts routine checks on IT systems to ensure remote management systems are functional in the event of an evacuation and ensures routine backups are maintained of all project servers. S/he is responsible for developing and enhancing current systems to enhance staff development, increase productivity and promote quality control throughout the project.
 
Reporting
The Information Technology Officer reports to the IT Security Manager.

Responsibilities

Maintains inventory list for IT equipment and ensures that all end users are recorded in compliance with donor rules and regulations.
Implement anti-virus and information security strategies as needed and under Information Security Manager’s supervision, and assist staff as needed in use of anti-virus software and protocols for computers.
Troubleshoot and maintain internet connectivity, e-mail delivery, monitor bandwidth usage, and recommend upgrades when required.
Respond to staff service calls and requests as a first line of technical support, gathering information to resolve problems.
Support Information Security Manager to perform and maintain basic network functions, including daily backups, file restoration, and UPS operational checks.
Troubleshoot printing and other IT-related problems and arrange for external support if needed.
Assist staff as needed with file conversion from other formats, and other basic IT needs.
Undertake other duties as assigned by supervisor.

 
Qualifications

Bachelor’s degree in information technology or related field.
Minimum three years of experience in IT systems required.
Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message of the project.
Demonstrated knowledge of local IT service providers and IT infrastructure requirements in Libya.
Working knowledge of Microsoft Office (Word, Excel, PowerPoint and Access) is required. Other software skills such as windows 10 , server 2012, etc. highly desirable.
Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines.
Employee will be required to travel within Libya to regional office locations.
High proficiency in written and spoken English and fluency in Arabic is required.
