Child Health Specialist (Pediatrician) - International Medical Corps



Position Title: Child Health Specialist (Pediatrician).
Position Reports to: Medical Coordinator.
Field Site: Tripoli (with field assignments in multiple locations).
Date Needed: ASAP.
 
Essential Responsibilities:
Child Health Specialist should work on improving the capacity of the health care
professionals in regards to Child Health related topics, at Primary Health Care Centers
involved in the GIZ-granted, IMC implemented project of support to primary health care
sector in Libya, this will be done mainly through following tasks:

Development of a simplified and short practical curriculum on the main topics of
Child Health concerning primary health care practice level, using mainly available
national updated guidelines as reference. In case no national guidelines available,
specialist need to find out and use the most updated WHO-guidelines to adapt and
contextualize them to the Libyan national context. Taking personal experience and
specialists consensus into account.
Specialist of Child Health need to develop: training objectives, curriculum
syllabus, training manual and Power Point Presentations for the topics of concern.
Specialist of Child Health should develop a list of most relevant practical and on job trainings to be delivered by him/her to PHCC staff during field visits.
Provide intensive training lectures and clinical tutorials to Medical doctors and
Nurses to build their capacity on subjects like: Pediatric clinical examination,
Common childhood infections, Diagnosis and proper management of diarrheal
diseases, Assessment and monitoring of child nutritional status, assessment of child
development and recognition of conditions requiring referral.
Specialist should develop list of Continuous Medical Education (CME) standards,
to be tackled during project period and CME goals to sustain development of the
staff after the end of the project.
Specialist should be flexible and able to work through following models: office
work and field visits, and should have the ability to travel to remote areas, and stay
for short periods at remote areas, ranging from 1-2 weeks. Remote areas include:
Zintan, Nalut, Bawanis and the East.
To Act as service provider, by working at the general OPDs at the selected PHCCs,
only in case of serious shortage in staff and when needed.

To supervise other IMC team members at the PHCC, and act as a focal point at the health facility to link between the medical team and medical coordinator.

To help other IMC team members through expert advice and revision of developed training materials, to provide short training sessions and on-job trainings to the health care providers at the health facility.
To help the MOH staff at the primary health care center to follow national, MOH and WHO standards.
Obtain appropriate information and maintain sufficient patient records as needed
Provide patients with correct information regarding his/her conditions when acting as service provider.
Ensures patient confidentiality, when acting as service provider or during practical on-hand training.
Work and plan with other program staff on program activities needed to be implemented on the ground.
Inform his/her supervisor of any needs in the health facility for prompt action.
Provide a regular written and verbal updates and reports regarding activities conducted.
including weekly, monthly reports and daily data collection report on trainings, improvement of the capacities of the MOH staff at the PHCCs, also reports about common morbidities and other services provided.
Provide technical advice about most relevant medications required for infectious diseases at PHCC level.
Follow security protocols including: providing travel updates on a daily basis to security
focal point and supervisor.
Attend and participate regular Medical and program meetings as scheduled.
Any other responsibilities assigned by his/her supervisor for the fulfillment of program objectives.

Qualifications:

Registered Medical doctor.
At least 5 years of clinical experience, preferably to be dominated by practice in Pediatrics and child health related areas.
Post graduate qualifications in disciplines related to Pediatrics is highly desirable.
Previous experience in providing capacity building sessions and clinical tutorials or clinical shadowing for more junior staff in the field of Pediatrics specifically is highly desirable.
Able to confidentially diagnose and treat common Childhood illnesses in Libya.
Able to work on development of SOPs (standard operating procedures) and guidelines, through adapting most updated WHO guidelines to local context.
Able to work independently with minimal supervision.
Able to supervise others and lead teams if required.
Willing to work in resource limited settings, especially peripheral areas in Libya.
Able to provide feedback/reports regarding work -related activities effectively.
Able to speak, read and write in Arabic and at least intermediate level English.

Language Skills:
Arabic as a native language, fluency in English at least at upper intermediate level.
Computer Skills:

Able to use basic operating systems like windows or Android.
Able to use main office applications: Word, Excel and Power point.
Ability to manage Emails is required.
