Libya Local Governance and Civil Society Activity

Project Background:

The Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:

  1. Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
  2. Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
  3. Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
  4. Inform Programming through a robust learning and analysis agenda

Purpose:

The Procurement and Logistics Manager is responsible for LGCS’s procurement of goods and services as well as logistics across multiple project offices. S/he will also assist with inventory and office management responsibilities as needed and will supervise a Procurement Specialist.

Responsibilities and Key Tasks:

  • Lead project procurement and logistics activities in coordination with Director of Finance and Operations.
  • Ensure proper use of procurement thresholds and approval procedures.
  • Ensure that LGCS procurement activities are legal and conform to donor rules and regulations.
  • Assist program and operational personnel in regular procurement planning.
  • Coordinate with the finance team to ensure that payments to vendors are executed within the contractual timelines.
  • Maintain a working relationship between the project and the vendor community for quality and timely supplies while ensuring the best value for money.
  • Manage processes and procedures related to staff travel.
  • Prepare and analyze vehicle status and cost upkeep, provide recommendations on vehicle disposal
  • Provide support to Procurement and Logistics Assistant to perform, accomplish tasks and improve his/her skills.

Qualifications:

  • At least 7 years of professional experience.
  • Experience in procurement, logistics, finance, or related field.
  • Bachelor’s degree (or equivalent) in related field of study.
  • Experience with international donor-funded projects or international organizations preferred.
  • Previous supervisory experience preferred.
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
  • Ability to handle multiple tasks simultaneously with prioritization.
  • Oral and written fluency in English.

Location and Reporting:

The Procurement and Logistics Manager will be based in Tripoli, Libya and will closely work with the Director of Finance and Operations and the Procurement Specialist.
