Project Officer – General Protection-Sebha - ACTED Organization



Background on ACTED

Country profile
ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff.  ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) banner.

Assignment
 
The Protection Officer- General protection will have the primary responsibility to oversee all protection activities that ACTED implements in the South of Libya, with all vulnerable conflict affected population.   Under the guidance of the Protection Coordinator and Protection Manager, the Protection Officer will be responsible for establishing ACTED’s protection presence in the South of Libya. This will include a comprehensive mapping of local and international service providers and monitoring their quality and setting up a referral system. The Protection Officer will be responsible for the organization of household and community level protection monitoring activities, consultations with key actors in the community on understanding the protection needs of communities. She/he will also be the main focal point for coordinating trainings and managing the subgrants of local protection CSOs who will work closely on this project. There will also be a component on contributing to the data management of protection information linked to output creation.

FUNCTIONS
 


Mapping of Service Providers, Community Consultations and establishing referral pathway

Provide assistance to Program Manager in the planning, logistics and coordination of data collection with local authorities and service providers.
Conduct interviews/FGDs consultations with communities’ focal points, local authorities, and service providers in order to identify the full range of service providers and details on the services each provides to aid in referral mapping and to understand needs of communities and populations that are vulnerable.
Spread messages and raise awareness to local authorities and service providers on ACTED services in order to facilitate the establishment of referral pathways.
Coordinate with program staff to ensure that referral lists are accurately updated.



2         Oversee Household Level Protection Monitoring

Oversee the planning, logistics and coordination of protection monitoring visits (car rental if necessary, Lib Aid coordination if necessary, scheduling visits, etc).
Facilitate the selection of households’ protection monitoring , community monitoring and protection environment monitoring in different neighborhoods in the South of Libya.


Oversee household surveys conducted by community protection mobilizers via home visits and phone (if needed) with households using the provided household level protection monitoring forms.
Oversee maintenance of an updated database of all data collected through protection monitoring visits.
Ensure that data cleaning and basic analysis of household level protection monitoring data is performed and shared with PM for the production of monthly protection monitoring report.
Ensure that surveyed households are aware and use the complaints response mechanism (CRM) and that key protection information is communicated to protection monitoring survey participants during monitoring activities.

 

Capacity building and subgrant implementation support to activities of local protection CSOs


Support the sub-granting process for local protection CSOs working for the needs of vulnerable population in the south of Libya.
Support all stages of the process from coordinating open call for proposals, setting in place selection criterias and facilitating the selection process of local CSOs who will be awarded the subgrant.
Brainstorm ideas for activities and mediums for the subgrants to be used effectively based on the needs of the population.
Support implementation of protection activities within expected time frame and in compliance with project proposal.
Provide technical, financial, M&E support to local partners selected for the subgrant.
Develop protection and IEC materials in a language that can be widely understood in collaboration with the project manager
Coordinate awareness-raising about capacity building opportunities, subgranting process, protection issues to beneficiaries, as well as local authorities and stakeholders in ACTED’s areas of implementation, during field visits;
Support the selection process and implementation of training and associated duties for capacity building training with local CSOs.
Ensure that protection monitoring assistants’ officers maintain records of meetings, trainings, awareness raising and promotion activities (including approximate numbers of participants) and submit to Project Managers as required;

 


Protection Information Management

Support the management of the KOBO software acount and associated tasks along with data focal point and PM of the project.
Support to the creation of outputs such as factsheets, situation updates, emergency updates etc.
Ensure the effective functioning of the protection activities and that cases/queries are adequately captured, analyzed, addressed and responded to in a timely manner.
Assist PM in identifying patterns and trends to help ACTED improve its programming and inform the larger humanitarian response for the South of Libya.



 

Referral and follow up of Protection cases


Ensure that all cases identified through the protection monitoring vists are referred to relevant protection actors per the service provider mapping and protection monitoring guidelines and that severe cases (according to the scoring card) are referred to the cash team for further assistance.
Ensure close linkages with cash program team.
Follow up with cases to ensure that beneficiaries have received successfully received assistance either through referral, cash assistance, or the provision of information.

 

Protection Team Management

6.1 Ensure that staff under the direct responsibility understand and can perform their roles and responsibilities
6.2 Manage Protection monitoring assistants delineating their responsibilities and follow-up the work plans and day-to-day activities.
6.3 Ensure a positive working environment and good team dynamics;
6.4 Manage interpersonal conflicts among team members;
6.5 Undertake regular appraisals of relevant staff along with PM;
6.6 Identify the training needs of team members and discuss plans with the Program Manager for both internal and external trainings;
6.7 Coach, train, and mentor team members with the aim of strengthening their technical capacity, exchanging knowledge within the protection team.
 


Other

Provide regular and timely updates and reports on progress and challenges to supervisors and other team members
Provide updates during emergency/crises responses.
Support draft of PMF/narrative reports and contribute to the development of financial reports through regular budgetary follow up;
Ensure adherence to FLAT procedures.
Assist project teams with other activities, as requested by immediate supervisor;
Perform any other related activities as assigned by immediate supervisor



 
Key Performance Indicators

Number of areas identified for protection monitoring
Number of community consultations conducted.
Establishing of referral pathway mechanism for referral of protection cases to internal  ACTED cash department and external service providers
Number of stakeholders trained in protection as part of project implementation.
Number of CSO subgrants managed over the course of the year

 
Within the ACTED Protection Department, all staff are expected to support the well-being and safety of populations at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and all linked Codes of Conduct
 
QUALIFICATIONS

Bachelor degree required


At least 1.5 years of field experience in humanitarian work, protection experience strongly preferred


Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred
Ability to work with culturally diverse groups of people;
Ability to travel and work in difficult conditions and under pressure;
Highly proficient in written and spoken English and Arabic
Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
