Project Background:
The Taqarib/Libya Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, LGCS will center its activities around four objectives:
 

Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
Inform Programming through a robust learning and analysis agenda

Purpose:
The Director of Operations will be responsible for managing daily operations of the project, including administrative, logistics, procurement, subcontracts and financial accounting as well as personnel.
 
Responsibilities and Key Tasks:
The Director of Operations will be responsible for the below tasks:

Act as the primary point of contact for the COP and DAI home office Project Manager on all home office requests related to operations.
Oversees the Finance, Procurement, HR, and Security teams and functions of the project.
Establish and maintain compliant reporting records per record management policy and DAI field operations manual.
Provides oversight of all procurement processes, including determining procurement requirements, to identify and ensure the most appropriate procurement methods to ensure transparent processes are utilized.
Ensures use of the procurements management system (TAMIS) and other DAI policies and procedures.
Reviews all procurement activities for compliance with program policies and USAID regulations.
Establish project administrative policies in accordance with USAID rules and regulations, DAI policy, and Tunisian and Libyan laws.
Oversee all administrative matters, including the recruitment and management of operational, procurement, financial and administrative staff.
Other duties as requested by USAID and/or the Chief of Party

 
Qualifications:

8+ years of relevant experience and/or a demonstrated track record of progressively responsible managerial experience implementing complex donor-funded projects with multiple activities
B.A. Degree in International Development, Finance, Business Administration, Management or equivalent. Advanced degree preferred; preferably including previous experience in Libya or countries with similar development challenges
Demonstrated financial management, leadership, operational acumen, and interpersonal skills
Familiarity with DAI systems and procedures preferred
Strong writing and oral presentation skills
Able to speak, read and write fluently in English
Preference for fluent Arabic Speakers
Able to recruit and supervise local and expatriate experts
Willingness and ability to travel to Libya if security conditions allow

 
Location and Reporting:
The Director of Operations will be based in Tunis, Tunisia and will closely work with COP, DCOP, and the Finance, HR, and Operations Units. Future relocation to Tripoli is possible pending security conditions.
 
Conditions of Work Requirements:
Work and living facilities are in high security zones with frequent security drills and protocols and limited access to medical facilities. General work environment and living quarters requires ability to walk numerous flights of stairs on a daily basis. Security protocols require the individual in this position to be able to quickly climb multiple flights of stairs while wearing 30 lbs. of personal protective equipment, walk swiftly or run across uneven terrain without assistance, and enter and exit project vehicles without assistance.
