General InformationThe organization
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political, and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, natural disasters, wars, and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads an average of 190 projects per year in the following sectors of intervention: food security, health, nutrition, infrastructure, WASH, and economic recovery. PUI is providing assistance to 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France in 2017.
PUI started implementing operations in Libya since 2017, so far, PUI is focusing on the health care issue, by providing primary health care (PHC) services to internal displaced populations and their host communities, migrants refugees and asylum seekers in the eastern cities of the country. PUI is recreating an access to essential package of health care including communicable and non-communicable diseases, medical screening, sexual and reproductive health and psychosocial support interventions via Mobile Health Teams. Furthermore, PUI is reinforcing sensitization, communication and prevention on health care topics within the communities.
Job DescriptionOverall purpose
The Medical doctor MHT team leader is the one accountable for the well establishment and the implementation of the activities of the mobile health team. Under the direct supervision of the MHT Activity Manager, s/he will be in charge of the distribution of the tasks, the organization of the consultation space and different stations, the follow up of the consumption of medical and non-medical items, the validation of the orders and the proper storage of the equipment and all related medical assets.
S/he will be in direct communication with the MHT Activity manager in order to report in timely manner on the overall activities of the medical team and any punctual event or incident that can affect the operations.
The MD provides primary health care consultations, taking into account physical, psychological and social factors s/he will be responsible of the physical examination, prescription, referral through the appropriate pathways and the follow up of the patients. When performing those tasks, s/he will insure the compliance with clinical guidelines, universal precautions and procedures
Responsibilities and scope of duties

1. MANAGEMENT AND SUPERVISION OF THE TEAM
• Prepare the schedule of the MHT in collaboration with the MHT activity manager
• Familiarize himself/herself with the Internal Regulations (IR) PUI for the mission, and ensure that they are known and respected by the team, report any breach of the IR to his/her Manager and the Administration
• Ensure the daily administrative management of his/her team: Leave plan, Leave approvals, working hours…
• Ensure that each person is subject to a written evaluation (appraisal) at least once per contract period and per year and at a minimum before leaving office
• Create coordination mechanisms specific to the team, and Ensure proper supervision.
• Identify the training needs of the team and report them to his/her manager.
• Contribute to the recruitment of the mobile health team
• Manage the team on the way, onsite and during the administrative tasks
• Give technical supervision to Nurses and other health Collaborators; and ensure the follow-up of protocols;
• Organize the MHT space in order to insure the well establishment of the activities and the required privacy for the consultation space
• Monitor the storage condition, the consumption and the proper use of the MHT medical and non-medical assets in order to insure that team members have the required equipment to perform their activities and that the drugs are available in sufficient quantities.
• Submit the activity reports and any exceptional reports in a timely manner
• Debrief daily with the medical team/with all mobile teams
2. ENSURE AND CONDUCT PRIMARY HEALTH CARE SERVICES and RELATED DUTIES
• Ensure that all patients and their relatives are treated equally with respect of ethical and confidential issues, according to Première Urgence Internationale Chart and rules
• Ensure and conduct the medical consultations with full history taking, clinical examination and provide a diagnosis, carry out first aid care and prescribe treatment accordingly following the protocols and universal precautions ; adjusted to the individual needs of the patient and at lowest cost
• Refer patients to Secondary Health services according to the assessment, and assure referral documents accompany the patient
• Follow up after referral of patient with the referral facilities
• Refer patients to the psychosocial support (PSS) Officer for mental health psychological support according to the needs
• Identify Gender Based Violence victims and collaborate with the Flying SRH doctor for initial treatment and referral to the appropriate facilities
• Provide individual health education to patients concerning their health, treatment and prevention of diseases
• Record accurately and on a readable manner, the clinical case management on the patient health card (history taking, physical examination, treatment, investigation, etc.) and patient registration book
• Ensure an accurate daily use and tracking of epidemiological data
• Participate actively in the early warning system and the outbreak response plan
• Participate to the weekly medical statistic report in collaboration with the MHT activity manager/ health program manager and/or deputy field coordinator programs/medical coordinator
• Strengthen and analyse the current data collection to allow early recognition of possible outbreaks and develop appropriate strategies to manage key health problems in the beneficiaries’ population.
• Maintain and promote patient confidentiality regarding patient information and records, and ensures informed consent for appropriate cases and management plans
• Adhere to infection-control and health care waste management policies and protocols, medication administration and storage procedures, and controlled substance regulations
• Adhere to diagnostic and therapeutic standards
• Ensure coordination and continuity of care through verbal and written reports and coordination with Nurse, PSS Officer, Flying SRH doctor and other Health team members
• Keep up to date with medical developments, new treatments/medications and protocols and guidelines
• Be available on call for emergencies 24/7
3. SECURITY MANAGEMENT
• Be aware of the security rules and social and political situation in the field at any time and provide feedback to the MHT activity manager/Health project manager
• Report to the supervisor any problem especially the gap/loss/robbery/damage of medical equipment or medicines or any patient and organizational issue
• Ensure that all administrative documents regarding access, security authorisation, etc. for the MHT are in order
• Ensure good relationship with local authorities, security actors (check points, etc.) during the implementation of the activities
• Ensure the security of the team on site and during transportation ensuring tracking, check of the security context in the intervention site before going, respect and application of security rules by the team and report any incident or unusual situation to the base security focal point
• Ensure that all the team members are aware and understanding the security rules
4. COORDINATION AND REPORTING
• Reports concerns or requests from patients or their families about PUI services
• Attend Première Urgence Internationale team meetings when required
• Collaborate with other organisations when required
• Provide information to the MHT activity manager about health status trends, gaps and needs in the communities treated (e.g. psychological support, the prevalence of water-borne diseases, etc.)
• Draw up and submit a weekly task report (which should include progress made by the MHT) to the MHT AM
• Assist the MHT AM and Health project manager in the development of new interventions and/or adjustment of current interventions
• Submit the activity reports and any exceptional reports in a timely manner
5. OTHER DUTIES
• Participate in design, planning and implementation of health needs assessments: personal interviews at household level, facilitation of focus group discussions, visits to sites and infrastructures, and meeting with key members of community, children and vulnerable people.
In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
NB: This job description may be subject to modifications in the future, depending on the evolution of the activities. These modifications will then be defined and discussed between the Collaborator and PUI.
