Scope of Work

 

Monitoring, Evaluation, and Learning Specialist

 

Background

The Libya Transition Initiative (LTI) 3 aims to strengthen conditions that enable political compromise. The program objectives are to 1) maintain stability in strategic areas; 2) preserve civilian institutions that provide alternatives to military actors; 3) strengthen momentum for moderate-led compromise; and 4) support positive efforts by other local and international stakeholders. LTI aims to achieve these mutually reinforcing objectives through multiple clusters of activities that address complex, unpredictable events with flexibility and speed.

 

Purpose

The Monitoring, Evaluation, and Learning Specialist plays a critical role in information capture and reporting of LTI 3’s program activities. Working under the supervision of the Monitoring, Evaluation, and Learning Manager, the MELS will collaborate and coordinate with program staff to perform the project’s data collection, storage, and analysis activities. S/he will train staff and partners on MEL system operations, collection methods, and tools. S/he will perform data analyses, generate reports of findings, and create graphics to contribute to reporting requirements and project communications products.

 

Reporting

The Monitoring, Evaluation, and Learning Specialist (MELS) reports to the Monitoring, Evaluation, and Learning Manager.

 

Location

Sabha, Libya

 

Responsibilities

  • Manage the program’s M&E efforts to ensure that M&E is fully integrated into the project’s activity development cycle, including design of activity M&E plans, leading the collection and analysis of M&E data, and reporting M&E results.
  • Compile M&E data, conduct analysis, draw conclusions on activity impact, and make recommendations to improve program performance.
  • Develop data collection plans and questionnaires to evaluate achievement of activity objectives with assistance from the MELM and MELD.
  • Work closely with PDOs to ensure that M&E plans are executed in a timely and on regular basis.
  • Ensure that consistent monitoring and relevant reporting are taking place in appropriate sections of the database at each stage of project development, implementation, and closeout.
  • Draft weekly and monthly impact and result summaries for active grants.
  • Draft high quality, thoughtful final evaluation reports and integrate supervisor and OTI feedback as needed.
  • Assist and training grantees in monitoring and reporting on activity impact throughout activity implementation and after grant completion.
  • Supervise IROs and/or FPAs and schedule and organize the logistics of field data collection for activity monitoring and evaluation.
  • Track strategic trends relevant to clusters
  • Co-prepare quarterly cluster reports, lessons learned presentations within GMU meetings, rolling assessments, and SRS’s as directed by the MELD.
  • Edit concept notes and/or provide technical assistance to the PDO on the development of activity theories of change and activity design.
  • Attend and contribute to weekly concept review meetings.
  • Actively participate in activity design meetings to understand how the designs are aligned with strategic objectives and to identify what activities may require a deeper dive evaluation and analysis, or what activities could benefit from additional advance research.
  • Contribute to communications products (e.g. weekly reports, snapshots, presentations and reports).
  • Liaise with and build relations with local actors (e.g. media outlets, NGOs, research groups etc.) to provide supplementary M&E support.

 

Qualifications

  • A Bachelor’s degree or advanced degree in a relevant field.
  • At least two to five years of demonstrated experience in the analysis and reporting on program impact and implementation is highly desirable. Experience with donor-funded organizations is preferable.
  • A good working knowledge of Microsoft Office (Word, Excel, PowerPoint, and Access) is required.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, the general public, and partner institutions including international and local NGOs, governmental entities, and support organizations.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and exercise good, professional judgment that communicates the established message of the program.
  • Good analytical ability and knowledge of project objectives to develop appropriate monitoring and evaluation plans, identify clusters, and analyze monitoring and evaluation data.
  • Employee will be required to travel, sometimes extensively, within Libya.
  • Fluency in both Arabic and English is required.
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the program.
  • Working proficiency in office computer applications, including MS Word, and Excel.
